Procuratorate is the legal supervision organ in our country,bearing the responsibility of cracking down on and supervising crime as well as maintaining social equity and justice.The primary procuratorates work at the forefront of legal supervision.Strengthening the construction of the team of procurators plays an important role in improving the law enforcement capacity of the procuratorial organs and pushing forward the reform progress of judicial system.Currently,the reform of judicial system of procuratorial organs keeps deepening.One of the important judicial reform is to implement systematic management of prosecution staff.As one kind of procuratorial personnel,procuratorial judicial administrators play an indispensable role in the development of procuratorial cause.After the judicial reform,the management system and environment of the procuratorial judicial administrative personnel have changed.As a result,some prominent problems and contradictions have emerged in the administration of the judicial administrative personnel,affecting the development of the procuratorial judicial administrative personnel.The procuratorial judicial administrative personnel was serve for the procuratorial organs.The procuratorial judicial administrative provides material guarantee for the procuratorial work,and the management of the procuratorial judicial administrative personnel directly affects the quality and level of the procuratorial work of the procuratorial judicial administrative personnel,affects the long-term professional development of the procuratorial judicial administrative personnel,and affects the progress of judicial reform of procuratorial organs.The author conducts an analysis and research on the management reform of the judicial administrative personnel of the People's Procuratorate of T County.Based on the data statistics and the comprehensive analysis of the usual work practices,the author draws the diagnosis conclusions of related problems.The performance is lack of effective planning for personnel management,low enthusiasm for work,the goal of career management is unclear,ineffective recruitment and assessment management,and the phenomenon of talent gap in the administrative department is prominent.In-depth analysis found that,there are five main causes for the problems in the reform of judicial administrative personnel management.Lack of attention to personnel management planning and inadequate personnel staffing;low welfare benefits and narrow promotion channels;lack of guidance and assistance for personnel's career development;unreasonable personnel recruitment and assessment system;Judicial administrative personnel are younger and lack of professional training.Based on the analysis of problems and causes,combined with the theories of human resource management and new public management,this paper puts forward some countermeasures and Suggestions for strengthening the management of judicial administrative personnel in grass-roots procuratorates.Improve the welfare treatment of judicial administrative personnel,unimpeded career promotion channel;To guide judicial administrative personnel to establish reasonable career goals and enhance their sense of professional honor;Optimize personnel recruitment and assessment system;We will strengthen professional training for judicial administrators and improve their comprehensive capabilities.
