Research On Status And Countermeasures Of Local Government Information Disclosure

The rapid development of Internet technology has led to an unprecedented increase in the level of information sharing in society as a whole,gradually forming a social-economic system covering the entire network,affecting every aspect of people's production and life.The Internet has been the main form of government information disclosure.In particular,the rise of emerging media has entered a period of eruption of individual information.This is not just created cyber democracy,but also prompted the public to further open their voice.Through the Internet,individual opinions can be directly expressed.The general public is also similar to the managers of public organizations."Information Rights." This represents a traditional,targeted information dissemination model led by government publications that is gradually being transformed into a communication model based on public demand and self-information.Under the new situation,with the development of democratic politics in our country,the concept of people-oriented and for constructing a service-oriented government has gradually become popular.The government is increasingly concerned about the degree of citizens' access to government information and the degree of participation in social governance.Through the Internet,the government can obtain more direct feedback from the public,understand public opinion,keep up with the pace of social development,and constantly adjust and improve public management policies and measures.At the same time,it also faces many new pressures,such as the new issues of public competition for propaganda positions and discourse rights,as well as the lack of supervision over information dissemination and the difficulty of citizens' application for government information.Therefore,the government,as a public regulator,uses the internet to correctly and effectively guide the public's mainstream awareness and direction,promote positive interactions among politicians,increase public participation,protect the legitimate rights and interests of citizens or legal persons,and pay attention to the normal operation of information disclosure and regulate government affairs.Processes,broadening channel construction,strengthening supervision and relief,and changing government functions are particularly important.At present,although some scholars have done some preliminary research on how the government has used the Internet and information technology to promote public management,it is necessary to scientifically apply the evaluation methods to promote the implementation of government information disclosure policies and how to better achieve interaction between the government and the people and satisfy the public.There is lower research on government information needs.This article focuses on the relationship between government information disclosure performance appraisal management and the public's demand for information,and combines the author's actual situation in Baishan City and previous studies on government information disclosure and performance appraisal management at home and abroad to explore the application of the balanced scorecard model to evaluate government information.The openness,of scientifically,rationality,and applicability is viewed from the theoretical perspective of public management disciplines.It is hoped that this study will explore how to construct the management model of local government information disclosure,deepen the interaction between the government and the people,promote the balance between information supply and demand,and build a transparent,legal,and clean government.Provide valuable references.This study takes Baishan City as an example of open government information operations and related statistics for the past five years.Through the combination of theory,basic situation and problem analysis,and suggestions for countermeasures,the three parts are analyzed and elaborated.The first part analyzes the status and role of government information disclosure in the management objectives from the theoretical perspective of public management discipline,elaborates the internal relationship between government information disclosure and performance evaluation and the scientific nature of the balanced scorecard.The second part,combining the current situation of information disclosure operation and performance management methods of the Baishan Municipal Government of the author,analyzes the existing problems through data,graphs,cases,questionnaires,and other methods.The third part proposes countermeasures and suggestions for the problems existing in the disclosure of government information,and proposes feasibility proposals by optimizing government information disclosure organizations,systems,channels,platform construction,etc.;analyzes the Baishan municipal government's information disclosure performance evaluation improvement plan and its impact:How to build a demand-oriented and task-oriented performance evaluation index system and put forward reasonable suggestions for reference.
