Research On The Performance Evaluation Of Shandong Provincial Government Information Publicity

As major means to disclose information to the public,Government Information Disclosure(GID)plays an important role in government performance.Therefore,to build up a scientific and rational performance system that caters to the need of the era,and to conduct performance evaluation on GID,is a significant way to measure the information disclosure of the government.This is of vital importance in general:On the one hand,it meets the requirement of modern government construction;on the other hand,it plays an important role in building up a sunny,fair and transparent public affair disclosing system.It is of huge importance to conduct performance evaluation on GID,so as to make contrastive analysis on government information disclosure work of various municipalities in Shandong province,to find out the problems in conducting government information disclosure,and to come up with construction advice and suggestions,which would be rather significant for the improvement of public service capability of all levels of government.Upon an in-depth analysis on both domestic and overseas GID,this thesis makes use of qualitative analysis to build up a performance evaluation index system on GID of Shandong province.While setting the index system and the weight of each index,this thesis also uses literature review,public examination,expert evaluation method,as well as questionnaires,to carry out analysis on the setting of index system and the weight of different indicators.Afterwards,this thesis uses the evaluation index system and gray connection comprehensive review to evaluate the current situation of GID in Shandong province,and mark the evaluation results of each municipality,and then carries out an in-depth analysis.According to this analysis,it is found out that GID level differs a lot among the 17 municipalities in Shandong province.Based upon analysis on public information disclosure,municipalities have done a good job in active information disclosure;however,they still have a long way to go in terms of innovative job.As for the above mentioned problems,this thesis comes up with related suggestions,expecting to provide some reference to GID of municipalities in Shandong province.This thesis consists of 6 chapters.Chapter 1 is introduction,including research background,purpose and meaning,as well as domestic and overseas research situation,research method,content and innovation points.Chapter 2 makes use of GID theory,performance evaluation theory,and GID performance evaluation connotation analysis to introduce theories on GID performance evaluation.Chapter 3 includes GID performance evaluation index system of Shandong province,mainly introducing the base,target,principles of constructing the system.In Chapter 4,based upon GID performance evaluation system of Shandong province,the thesis makes use of qualitative analysis method to set up the weight of each indictor.Chapter 5 makes use of gray comprehensive review method to make a stimulating marking on GID of 17 municipalities in Shandong province,and makes an analysis on the current situation of GID.Chapter 6 is conclusion and outlook,portraying the development trend and key areas of Shandong GID in the future.
