In the era of advocating the pluralism of the main body of social governance and promoting the public welfare to be sustainable,the social enterprises in our country have developed rapidly.But because of it's vague definitions and the absence of corresponding legal forms,In recent years,China began to implement the CCF certification of social enterprise which relys on the credibility of third party certification body.According to the authentication process,the CCF certification provides an identity of social enterprise to some organisations which can meet certification standards and offers the support needed by the organization.The CCF certification is the earliest and the largest certification system in China.However,it's implementation effect leaves much to be desired.Through investigation and analysis,the problem of the absence of the government's role is serious in the CCF certification,which mainly shows the serious shortage of legal system,a clear lack of support policy and the supervision responsibility not in place.In order to enable the CCF certification to serve the social enterprises more effectively in our country,this article takes the CCF certification forresearchobjects so that social enterprises develop healthily so as to better achieving social value.Based on the theory of departmental failure,the theory of relationship between government and civil society and the theory of service-oriented government,this paper investigates and researches the absence of government role in the process of certification by using literature research method,empirical analysis method and comparative analysis method.It is obvious that the reasons of the problem are the restrictions on the primary stage of the CCF certification,government focusing on short-term costs and benefits and government not clearing up the relationship with the social organization.Then,based on the international comparison perspective,this paper explores the role of government and the way of role realization in the social enterprise certification in Korea,the United Kingdom,the United States and Hongkong.And it is found that the governments play four kinds of roles in the social enterprise certification as controller,service provider,collaborator and limited supporter.The factors that influence the role selection are mainly the status of certification initiators,their strength and the development of civil society.What's more,there are four ways to achieve government roles which including direct management,system guarantee,supporting and guiding,supervision and specification.After summing up the above rules,this paper argues that our government is suitable for the role of service providers in the CCF certification accordingtotheactualsituationinChina.And aiming at the problem of how to give full play to this role,the article puts forward the countermeasures from three aspects.First,the government needs to establish and improve the relevant laws and regulations system;then,it should build a perfect support system;finally,it should improve the supervision system for social enterprise certification bodies and government actions.
