Study On The Absence Of Social Organizations And The Role Of Government In The Social Governance Of China

The economic basis determines the superstructure. Since the reform and opening- up, China ’ s rapid economic development, social development is relatively lagging behind, especially government red tape and steering functions are not in the right position, the social organizations in our country failed to take the due social service and coordinate the government and public relations. Therefore, we need to study the absence of social organizations in social governance in China,and then we can know the aspects of the abssence of our social organizations,its center of gravity where it should be.Then take effective measures to correct the flaw and defect and promote the social governance.This paper selects the social organization of Yixing City as the research sample by analysis of the lack of social organizations in Yixing City, find out the problem of the administrative cause of formation and the government’s origin, provide the basis for putting forward the feasible and effective measures.The thesis firstly analyzes the social organization and social governance of the related concept, and furthermore, clarifies the functional requirements of social organization of social governance and what social organizations can play in social governance in the role and effectiveness. At the beginning,the artical enumerate the ineffectiveness of market / government failure theory, the theory of Civil Society and Corporatism theory.Three theoretical aspects are is the theoretical basis of writing throughout this artical what are classic and authoritative.The third part of the article is to take Yixing as an example, a detailed analysis of the status quo of the lack of social organizations in Yixing. First introduced the basic situation of social organizations in Yixing and the way of government management, and then cited the lack of social organizations in Yixing.After explaining the situation, this article analyzes the reasons for the problems which contain history, social and political aspects. On the history aspect, China is mainly affected by the influence of traditional planned economy and is in the habit of relying on the administrative means to solve social problems, this result in the neglect of social resources. Social aspect is the scarcity of social cooperation. The willingness of the formation of social organizations to uphold their right is low.the political aspects is social governance structure binary to multiple standards have not completed. modern governance structure should have structure of government, market, society.but,it did not materialize.Government excessive weight cause the narrow space of the social organization. Absence of the social organization of social governance will produce adverse effects what are mainly shown in three aspects:Disappearance of social, The low quality of citizens,and The amplification of the cost. These factors is unfavorable to the development of our society. we should make up for these shortcomings through expanding the organisation of society.To understand the function of the social organization in the social management,such as how to deal with the relationship with the government and what areas can add value, the fifth department studied in the participation of social organizations in the social governance in the developed countries. From this way,we can know the status about the absence of social organizations and a clear direction for the next step.The last part of the article lists approaches to Promote social organizations to participate in social governance.
