China's classification and grading management is entering a substantive track.At this critical point,it is timely to study the framework and normative research of the classification and grading management of Yunnan's civil servant of in order to improve the government effectiveness and administrative capacity in Yunnan province.The study of classification and grading management of civil servant lays the foundation to establish effective administrative system of Yunnan province,and aims to strengthen the optimal allocation of cadre resources,improve the professional skills and management ability of civil servants and improve efficiency of law enforcement.Through theoretical research,the paper provides theoretical support for the classified management of civil servants,and reveals the regularity of self-adjustment in the implementation of civilservice classification management.Through the realistic research on past administrative behavior,the paper summarizes the experience and lessons and finds the classification management path for civil servants in Yunnan province.According to the literature,the paper collects the information of classification management of civil servants in U.K.,USA,France and mainland of China,Hong Kong,Macao and Taiwan.In addition,combining with the practical problems existing in themanagement of civil servants in Yunnan province,the paper also analyzes the ideology and reality of these problems.In the end,the paper puts forward measures to optimize the classification management of civil servants from both theory and practice.By using literature study and comparative study,the paper compares the history and the present situation of classification management of civil servant of imperial examination,western civilian system and civil servant system,with the civil service management system of the mainland of China,Hong Kong,Macao and Taiwan,and shows the historical evolution and development of classification management of civil servants in China and western countries.And Through the author's experience and participation in civil servant management practice,the paper also carries out the empirical research,analyzes the problems,and put forward the improvement opinions.Based on the literature,this paper explains the basic concepts and introduces the history and theory of civil servants' classification management at home and abroad,the existing problems such as fragmentation in classified examination and employment of civil servant,insufficient training in classified training and theory and technology lag in classified evaluation caused by the unreasonable classification of civil servant positions.In addition,this paper analyzes the causes of existing problems from three aspects:value rationality,system and management technology,puts forward the ideas of value rational reconstruction,system adjustment and technical innovation in management,and concrete operation suggestions including cancelling professional and technical classification the corresponding relations of position and level,using government purchase services instead of the appointment system of civil servant employment,realizing unified management by specialized department and using simulation training to develop the quality of training,sorting and refining performance evaluation index system in order to make a forward-looking design for specific administrative management work.
