In recent years, China’s economic level, culture level rapid develop, there is asubstantial change of the social environment. Chinese government will usher in ahigher challenge. In order to meet the requirement of efficient government ruling, it isso important to generally promote the performance of civil servants. This article takesthe Yunnan province local tax incentive system of civil servants as the object of study.It finds out that the civil servants who are in local tax system of Yunnan Province lackof efficiency、 ambition、 sense of responsibility、 focus through the investigation.This phenomenon largely with the Yunnan tax system civil servants incentivemechanism is not perfect, imperfect civil servant’s enthusiasm and creativity graduallyreduced. Therefore, this paper study on Yunnan local civil servants incentivemechanism design is very practical value.By reading a lot of incentive theory of domestic and foreign literature, this paperfinds that there are many research results about the incentive mechanism. However,there are not so much research results about the special group of civil servants. Thespecialized study on the incentive mechanism of a system of civil servant is less.Therefore, through in-depth investigation of local civil service system in YunnanProvince, this paper analyses the data and sums up the existing problems. It alsoanalyzes the reason of existing problem. Finally with theory and practice experiencefor reference this paper puts forward the basic train of thought and countermeasure ofhow to better design optimization of Yunnan local tax system of the civil serviceincentive mechanism. Meanwhile, this paper deems that we should comprehensiveuse a variety of incentive theory previously proposed. In view of the existingproblems of incentive mechanism of local tax system in Yunnan Province, this paperalso proposes special a targeted, efficient countermeasures in order to improve theadministrative efficiency of the tax system.Based on the summary and reference, consistent in local tax departments putforward the basic ideas of design, to achieve full enthusiasm and the ability of civil servants to get excited, full of practical significance, Yunnan government rentbusiness in this thesis presents the view will help to achieve sustainable development,but also a reference for other public sector.
