| Civil service examination recruitment system is the core of the civil service recruitment,it also is the basis for promoting the development of the civil service system.The civil service recruitment system is established by two main principles “Judge of character” and “make the best use of character”.The purpose of the establishment of the civil service recruitment system is to recruit the best civil servants equitably,building a contingent of high-standard civil servants.Finally improve the working ability of our civil servant.Establishment and implementation of the civil service selection system is a basic state policy of Chinese Communist Party Central Committee.It also is a major reform of the cadre and personnel system in Deng Xiaoping Theory and the important thought of "Three Represents".It was the first time to put forward to build the civil service examination recruitment system at the Sixteenth National Party Congress.Then the system also was advanced at the Fourteenth National Party Congress,the Fifteenth Party Congress and Sixteenth Party Congress.Among them,the Sixteenth Party Congress clearly stated that we should amplify the civil service examination recruitment system,controlling the “entrance” of civil servant strictly.With the improvement of the civil service examination recruitment system,it is more smooth to carry out the system.This paper taking Yunnan Province as sample,analyzing the Yunnan civil service examination recruitment system,and based on the characteristics of the civil service recruitment,trying to find out the existing problems of Yunnan civil service recruitment system,and then exploring strategies and ideas to solve the problem of civil service recruitment of Yunnan.This paper is divided into five parts: The first part give an introduction of the study background,study significance,and the research idea,research approach.The second part is the theoretical part,it mainly elaborate the concept of the civil servant and the civil service examination system.The third part is the discourse part,it make a study of the reform course of civil service examination recruitment system and the achievement.This part analyze the development from ancient election system to the civil service recruitment system.Then analyzing the basic character and the achievement of the recruitment system.The fourth part is the example,it take the Lijiang city as sample,analyzing the existing problems from the next four sides :writing examination,interview,inspection,recruitment.The fifth part make a study of the foreign civil service recruitment system which including the civil service selection system of American,England,Korea and Japan.And learning some experience and revelation from them.The sixth part is countermeasure and suggestion,this part promoting some countermeasure and suggestion about the civil service examination recruitment system and how to guarantee system. |
