A Study On The Current Situation And Countermeasures In Party Building In Primary Level State Administration Taxation Departments At The Grassroot Level

With China's economy and social development entering a “new normal” period,the primary level State Administration Taxation departments play a role which is more and more important in organizing income and resource allocation.As fighting fortress,party organization shouldering the glorious mission of “ gathering wealth for country,collecting taxes for people ” always work on the frontlines.Well-organized building work and development of grassroots party has becomed the key factor of tax policy implementation.Strengthening the grassroots Party Building has become an important research topic of the tax system.The research subject of this thesis is Party Building in primary level State Administration Taxation departments,including the current circumstances with both the achievements and problems to be analyzed.This aims to provide lessons for party members and references for Party Building.Based on an extensive literature review,this thesis takes Bishan State Administration Taxation as an illustrative example and adopts the research method of case analysis to examine the circumstances of Party Building here.As revealed,the problems are manifold:current mechanism is not sufficiently advanced,governance approach is underdeveloped,Party Building and tax work are enduring segregation,team building still needs to be enhanced and so on.The main reasons are the followings: The party organization building does not reach the designated position,the functional position is not clear,The party members' education lack of innovation,lack of attention to Party Building.The problems of primary level State Administration Taxation departments' Party Building are affected by many joint factors,so we need to take measures from multiple levels to make it more scientific and more rationable.As for this,the primary level State Administration Taxation departments should improve the system of Party Building,optimize the management mode of the Party Building,deeply incorporate Party Building and tax revenue,strengthen the party members troop construction.
