A Study On The Problems And Countermeasures Of County Government Information Publicity Work

There is a word said “Good counties can maintain social security”,that means county government is the basic of the administrative organization in China.So the public work of county government information plays a full role in guaranteeing the citizens ’ right to know,participating,expressing and supervising,which embodies the principle of "openness,openness,effectiveness and convenience of the masses",and how its work is directly related to the effectiveness of county government work.However,because of the weak foundation of manpower and financial resources,the basic and advancing mechanism of the information public work of county government is still not sound enough,At the same time,due to the continuous promotion of legal concept,the citizens ’ desire to disclose government information is more intense and more specific,thus the legalization and normalization of government information publicity has formed a tendency to push the information public institutions of county governments to promote the public work of county government information continuously with higher standards and better service.In view of the current research situation,although the academia has conducted a series of researches on government information publicity,the research on the information openness of county government is relatively limited.Based on the information disclosure of county government,the paper combs and expounds the connotation,main theory and significance of information openness of county government.And in the analysis of the status of county government information disclosure,taking the Qingyuan County of Lishui in Zhejiang Province as an example,from the general situation of Qingyuan County Government Information Publicity,the paper first discusses the achievements of the Qingyuan County government information publicity,firstly constructs the full participation mechanism,the second is the way to enrich the information,and the third is the consciousness of the transformation of information openness.Secondly,it explains the problems of the Qingyuan County Government Information disclosure,one is that there is a big gap between the public content and the public demand,the other is the lack of the government information publicity,the third is the imperfect mechanism of the secrecy review,and the construction of the government Information public website is imperfect.Again analyzed the Qingyuan County Government Information public existence question reason,one is the related laws and regulations insufficiently sound,the second is the system mechanism imperfect,three is the basic work is not solid,four is the thought understanding still not in place.On this basis,combining the advice of experts and scholars,the public staff of government information and some relevant advanced experiences at home and abroad,this paper puts forward the countermeasures to improve the information publicity work of county-level government,first,to construct a perfect system of government information openness,and the second is to implement the new model of "Internet The third is to improve the dialogue mechanism between the Government and the public,and to strengthen the construction of the government information open professional personnel.This article will provide some reference for the further development of the county government information publicity work.
