Historical Investigation On The “Three North” Shelter Forest Program Of The Communist Party Of China

The deteriorating ecological environment in the “Three North” region has severely constrained China's economic and social development,threatened the production and life of the frontier people,and hindered the unity and stability of the ethnic groups in the border areas.In the face of severe ecological conditions,the Communist Party of China,after careful investigation and planning,has made major strategic plans to carry out the "Three North" shelter forest project.This paper takes the "Three North" shelter forest project led by the Communist Party of China as the research content,and comprehensively uses comparative historiography,measurement history,ecological history and other research methods to systematically discuss the construction of the "Three North" shelter forest project.The full text is divided into five parts:The first part is an introduction,which mainly expounds the basis and significance of this topic,the research status,research methods and innovation.The second part is the historical background and origin of the “Three North” shelter forest project.The background of the project before and after the project was introduced in detail,and the specific reasons why the Chinese Communist Party decided to carry out the “Three North” shelter forest construction were analyzed.The third part is the development course of the "Three North" shelter forest project,including the beginning and development of the project.It is the main content of this article's research.After careful preliminary exploration studies,the State Forestry Administration submitted to the State Council “Plan for Large-Scale Shelter Forests in Key Areas of Northwest,North and Northeastern Blowing Sand and Soil and Water Loss” has occurred and quickly obtained approval,marking the start of this major initiative.However,due to the vast territory of the “Three Norths” region,the hydrology soil is very complex,coupled with the extremely long construction time of the “Three North” protection forest project and the deepening understanding of ecological governance,the Party and the government have formulated different ecological and ecological conditions for different periods.Different construction priorities and targets have also been focused on the development of the basic plain area-type shelter belt system from the beginning to the ecological and economical shelter forest system,regional shelter forest system,comprehensive shelter forest system,and high-standard shelter forest system.The fourth part is the achievements and experience of the "Three North" shelter forest project.The construction of the "Three North" shelter belt project has achieved remarkable achievements after the construction of the five-phase project.It has not only improved the ecological environment,promoted economic development,but also improved people's livelihood.This is mainly due to the fact that the project adheres to the principle of scientific and technological innovation in construction and adopts the principle of adapting to local conditions,and constantly adheres to the principle of integrating ecological benefits with economic and social benefits.The fifth part is the problems and enlightenment of the "Three North" shelter forest project construction.The problems existing in the project construction are systematically analyzed.In the next few phases of project construction,the capital investment should be increased,the forest land restoration should be strengthened,the project management should be strengthened,and the technical support should be strengthened to promote the construction of the “Three North” protective forest project to a new level.
