Change Of The Elderly Support Mode And Supply-side Reform In Urban China

“Filial piety tops all virtues”.Since ancient times,filial piety has been the traditional virtue of Chinese people.From remote ages,China has gradually developed the mode of family supporting.At the very beginning,it was clan supporting.Then in the late dynasties,it became small family supporting.Until Emperor Wu of Han,the prototype of social provision for the aged appeared.The country started to introduce some beneficial polices for providing the aged and the aged-care system of Chinese people start to being formed.After the founding of the people's Republic of China,as the rapid development of politic,economy and culture,both family and society are taking the responsibilities of providing the elderly.And our system of providing the elderly is also optimized accordingly.However,China has entered into aging society since 1999 and the aging of the population is serious year by year.Many aging society issues,such as short transformation period,fast development speed and “first old before getting rich”,make China facing huge pressure of pension.The community providing for the aged was officially put into use in China since 2008,which could help to release the stress on family and society.But as the change of the elderly care mode,there are some issues of the supply of provision at different levels.Currently,there is a serious contradiction between the aged people's ever-growing service needs for pocketbook,material guarantee,medical service,social welfare and housing and the limited supply capacity of current society and family.General Secretary Xi Jinping pointed in the report delivered at the 19 th National Congress of the Communist Party of China: “As socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.”“When the great way prevails,the world is equally shared by all.” He also said,“China's development is a long and arduous.According to the spirit of the 19 th CPC National Congress,our party should continue to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,continue commitment to our people-centered philosophy of development,work to promote well-rounded human development and,insist on the basic concept of common prosperity for everyone and comprehensively understand the people's ever-growing needs for a better life.On the basis of correctly grasping the new characteristics of China's social development,our party will lead our people to advancing the great cause of socialism with Chinese characteristics,continuously keep up with the people's ever-growing needs for a better life and solve the principal contradiction in the new era.”The first chapter of the thesis introduces the topic basis,the research significance and status,the research methods and innovation.The second chapter clarifies the relevant concepts for consolidating the theoretical basis.Meantime,this chapter introduces the transformation course of family supporting,social supporting and community supporting and explicitly explain current situation of providing the elderly.The third chapter raises the issues and causes of the main supply-side have in regard to the urban security system for the elderly.According to current situation,the problems are found in family,market,society and government in regards to caring the old people.And the causes of these problems are analyzed as the lack of overall coordination between government and society,asynchronous economy,and insufficient human resources.In the fourth chapter,in order to learn the effective polices which can be adopted by our country,the thesis takes America and Japan as examples to do the deep study of old-age care service,which is from the perspective of government,economy,family and the training of professional talents.In the fifth chapter,after comprehensively considering our national conditions and absorbing advanced experience from foreign countries,the efficient road-maps of supply-side structural reform for old-age care service are provided.The functions of government,society,family and communities are expounded so as to construct the better supply system of urban old-age care service.New mode of the elderly support,such as PPP mode,“internet +”,collaborative governance,are introduced to solve the supply problems caused by current old-age care.Through reading lots of literature,the thesis is based on true reference data.It closely links to the main theme of the time and its fundamental driver is to solve the principle social contradictions.The relevant theoretical basis,argument and content is expounded.The supply-side structural reform of old-age care in the new era is vital for national future.In order to better and fast solve the problems caused by aging society,it needs us to keep finding new problems and explore new old-age care mode.Therefore,the country can have lasting peace and stability and the people can live and work in peace and happiness.
