Nowadays,the aging of the world's population is becoming more and more intensified.China has become the country with the most elderly population in the world.Along with the arrival of the "silver wave",huge old age groups have brought many challenges to the development of social endowment.Among them,the special group of disabled old people,due to the loss of self-care ability,the physical condition is not optimistic,and there is more urgent need for care services such as life care,medical care and spiritual care.Nanning is one of the cities with the most aging population in Guangxi,and the disability of the elderly is prominent.Therefore,In this paper,the elderly in Nanning pension institutions were selected as the research object.By random sampling methods to select ten old-age care institutions,such as Xinyangzhenqing nursing home and Fukang old nursing home as survey sites.The survey uses questionnaires and in-depth interviews to investigate the elderly health,economic income and care needs and so on.Through browsing the government website and reviewing relevant documents,we will learn about the existing policies,regulations,and overall supply situation of the disabled elderly in Nanning.Through the field investigation,I found that the structural contradiction between long-term care supply and demand for disabled seniors in Nanning is outstanding.which is manifested in the following aspects:the number of care service institutions is limited,and the old-age beds provided are far from meeting the needs of the elderly;institutional service supply projects do not meet the needs of the elderly;lack of professional nursing personnel;The cost of care in nursing institutions is generally higher than that of the elderly.The fundamental reason for the unbalanced supply and demand of long-term care services for disabled elderly is that the development of long-term care services lags behind and the supply side of old-age care services cannot provide timely care services to the elderly.The government,as the main provider of public welfare,has an unshirkable responsibility for the development of long-term care for the disabled elderly.Then,what kind of responsibility should the government take in the long-term care of disabled seniors and what kind of problems in the process of responsibility?This issue deserves our discussion.Through investigations,it is not difficult for us to find that the government has four major problems in the development of long-term care,such as imperfect institutional guarantees,lack of active guidance for market forces,inadequate government financial support,and inadequate supervision of pension institutions in the development of long-term care,which leads to insufficient effective demand for long-term care services for the elderly.The reasons are mainly due to the unclear positioning of government functions,the lack of an overall care service system,the inadequate development of care institutions,and the lack of effective integration of service resources.Therefore,based on the current situation of the imbalance of supply and demand of long-term care services in Nanning City,this paper analyzes in detail the problems of the government in fulfilling the long-term care service responsibilities,and thus has targeted the improvement of long-term system supply,strengthening the construction of care support system and innovative care services.The three levels of the model provide reasonable suggestions.
