Study Of Citizen Participation In The Social Security's Warning Mechanism In View Of Synergy Governance

A variety of social security crisis are filled in the course of human society.In recent years,social security incidents have erupted repeatedly all over the world,such as 6.28 Weng'an incident in Guizhou 2008,11.13 Paris terrorist attacks in 2015.Social security incidents are of sudden and catastrophe,which not only leads to great losses of human lives and property,but also affects national security and social stability as well.At present,our nation which is be in the social transition period is being hammered by all kinds of social security incidents.Governments at all levels are confronted with unprecedented challenges and severe tests brought by the crisis.The key to social security management is to establish an alert mechanism of sensitive response and high efficiency.As the first stage of social security management,the warning mechanism of social security aims to effectively reduce and prevent the harms caused by social security incidents.In China,the warning mechanism has been established.However,the government has shown a state of weak and ineffective which is becoming disadvantageous apparently in front of crisis in that the current administrative system is single top-down system.Therefore,how to guide the citizens' extensive participation becomes the focus of this article.First of all,this article will explain briefly the social background,significance of the topic and methods of this article that the writer will use,as well as research review related to concepts and theories that mentioned in this article at home and abroad.Secondly,on the basis of the above theory,this article systematically introduces the current situation of citizen participation in social security warning mechanism.Moreover,on the basis of the government information being public and questionnaire surveys being finished by some citizens in Nanning,the plight and causes of citizen participation in warning mechanism are analyzed.Finally,this article will put forward some suggestions to improve citizen participation which is learned from successful experiences of the two developed countries.
