Since ancient times, loyalty is an important ethical principles and morality in politics. The administration loyalty in the modern linguistic context, on the basis of following the connotation of traditional loyal ethics, is given era meaning. The administration loyalty refers to the administrative subjects obey, fulfill responsibility and venerate to the administration organizes, the administration leaders, authority subjects of higher authority and the higher value main bodies in the process of organizing and managing country affairs, society affairs and organization inside affairs.It regards admitting as the rational foundation, regards obeying as the external manifestation, regards devoting as value direction. Administration loyalty has independent, obedient loyally, the layered characteristics, and takes common benefit, administration duty and law as its basic orietations.In China's social transition period,initiativing the administrative loyalty has inevitability.It is the guarantee that the administrative system operates effectively, it is a morals marking of construction of a clean government, it is a foundation of the administrative power legitimacy.However,in the social transition period,the administrative domain inevitably has the loyal conflict,the loyal difficult position, and the loyalty landslide question.The reasons lie in the values multiplication, the authority disassimilation, the role multiplication and the imperfect restriction mechanism.In order to remould the administration loyalty, this article asserts that,first must set up the rational concept of loyalty,and clear administration loyal content;next must optimize subjective and objective conditions of the administrative loyalty;finally must construct the administrative loyal measures through introducing loyalty management model and idea,innovating loyalty evaluation criterials, developing and improving a variety of loyal safeguard systems. Research on administrative loyalty in this paper, will be helpful in improving civil sevants' political morals quality, will be helpful in remoulding theloyal consciousness and the loyal morality of civil sevants,and provides the beneficial exploration for going out the ethical dilemma in transition period.
