Now our country is in period of social transition, and the diversifications in the field ofSocial and economic composition, economic interests, social life style, social organizationform and the way of jobs and employment diversified cause the variability of people’sthinking and understanding, value idea, the thinking style.Looking on unconcerned to others’danger and leaving one to sink or swim and so on behavior (collectively referred to as notsave behavior), which become the " disharmony " phenomenon in the construction of aharmonious society.The study has analyzed the not save behavior from the social level, individualpsychological and behavior motive, psychological factors etc through the result of thebehavior, with the intention to improve the social morality of our citizens and the citizens’moral quality, and resolve social contradictions. And it also plays an important role inmaintaining the social harmony.The main train of thoughts are as follows. The article is made through extensiveliterature research and it uses the methods of methods of experience summary,interdisciplinary research and exploratory research. It also clarifies the social reality of the notsave behavior and finds out the solutions to it, and provides the feasibility for do not savebehavior in the social, family, individual education guide.The article has found out the existing problems and reasons basing on the social statusanalyzed of do not save behavior. As for the solution of do not save behavior, it suggestsstarting masses supervision together, and advocating the spirit of solidarity and collaboration.Furthermore it says that we should carry out targeted education in society, and spread legalknowledge and the social ethical morality, and promote national policies and regulations inorder to improve ideological and moral quality of citizens and social morality overall. But inreal life, some social members lack of ideological and moral qualities of individual and socialmorality, and brings to the overall development of the society a certain resistance, and theseare not conducive to the construction of a harmonious society in our country. Besides part ofthe social members ignore the social harmfulness of do not save behavior, just think that it is aperson’s behavior. But they ignore the arrogance of the behavior will encourage criminals, inturn, affect the normal order of social life, which make social security not stable and the socialgroup to lose the spirit of unity and cooperation.The focus of the study is to explore the countermeasures to solve the problem of not save behavior. It says we should strengthen to mobilize all social forces and give moral educationto social members. And the approach is mainly theoretical indoctrination method, whichstrengthen the diversity of education method. And it emphasizes the practical need of societyof adapting to the modern do not save behavior, and that make social education to play aprominent role in community. And it requests raising social citizens ideological and moralqualities and improving the content and method of education, and strengthening the correctvalues used in the do not save behavior.
