Today's society is an era of digitalization and informatization.Massive data and boundless information flow from all directions into human life at an explosive rate,changing the way humans produce,their way of life,and even the way they communicate with the world.The government is the main producer and publisher of data.Transparency and open sharing of government data play an important role in improving government transparency and promoting the secondary use of government data.With the advent of the era of big data and the popularization and application of computer technology,the public's demand for and ability to obtain and analyze raw data has been continuously improved.The public needs the government to open more raw data for its processing and use.The open government data website is an important way for government data opening,and more and more countries are attaching importance to the establishment of national open government data website.Open government data websites have facilitated the use of state information disclosure and government data for secondary use,but they have also created problems such as the illegal use of open government data and disclosure of user privacy information.In order to restrict the behavior of website owners and users,protect the rights of users,and open up legitimate and lawful use of government data,the formulation and improvement of open government data website service policies has become an urgent issue for all countries to open up government data websites.The formulation and improvement of open government data web service policies are of great significance in regulating user behavior,protecting user privacy rights,and ensuring the implementation of relevant national policies and laws and regulations.The author investigates the service policies of 30 national open government data websites and summarizes the survey results from the four aspects of the code of conduct,privacy policy,data policy,and accessibility policy,aiming at the current state of open government data website service policies in China.And the problems that exist have provided suggestions for the formulation of the government's open government data website service policy.
