Research On The Strategy For Open Government Data Under The Background Of Big Data

The arrival of the era of big data has not only improved the quality of life of the public,but also brought great changes to the way of government management.Public sector e-government is gradually changing from government information disclosure to open government data.At the same time,public awareness of data is constantly awakening,requiring the government to carry out deeper,more primitive data opening.Therefore,the government data opening campaign,which aims to improve government decision-making and public service level,improve the utilization of resources and enhance the interaction between the government and the people,has become a hot spot in the field of public management and large data research.In 2009,the United States built the world's first government data opening website,and a number of countries in the world began the government's data opening movement subsequently.The first local government data opening website,namely,Shanghai municipal government data opening website was online in 2012,but China's state-level government data open website has not yet been built..Compared with the developed countries such as Europe and the United States,the theoretical research and practical experience of our government's data opening is still at the initial stage.The problems in the top-level design and the website platform have seriously restricted the development of the government's data opening.Therefore,summarizing the current problems of data opening construction in China can provide suggestions for the construction and development of open data platform of national governments,and it can further tap the value of the government's open data.In view of this,based on the analysis of the research and practical experience of the open data in Europe and the United States,this paper clarifies the meaning,characteristics and relations of big data and open government data,therefore it build a logical foundation for the following research.Then,from the two perspectives of Top-level design and the local government data sites practice,this paper analyzes the current situation,problems and reasons of the current government data opening,and puts forward some policy suggestions,so it can realize the development of the open data government.
