"Abdication System" Under The Background Of Villager Autonomy

The village autonomy system in our country has brought great changes to the rural society,and the various aspects of rural governance have also changed,including the way of village power replacement has been on the track of democratic election system.A lot of positive progress has been made in this process,and there are still a series of problems and dilemmas.According to my observation of the villages I live in,I find that the power of village cadres is not elected in accordance with the provisions of the Organic Law on Villages Committees,but it is very similar to the "Abdication System" in history,and has a set of special operating mechanisms.So this article adopts the angle of view from the inside to the outside of the village,and attempts to describe the operating state of the power replacement of the political elite in S village under the background of the villager autonomy,and to reveal the social foundation of the power operation mechanism in S village and the village governance performance brought by it.This article adopts the case investigation research method,carries on the field investigation and the interview to the village.On the basis of academic predecessors'theoretical research,combined with theory and practice to study.Since the main body of this article is based on the actual investigation of the village.Specifically,In terms of the nature of the village,village S is a traditional agricultural village with scarce resources.In the absence of economic,social and cultural elites,Political elites hold village power for a long time,and realize the replacement of political elites by the power operation mechanism of "Abdication System ".According to the existing research results,I puts forward the reasons leading to this situation as a research hypothesis and has been verified in the actual investigation,mainly as follows:The economic weakness of villages,especially the collective economy,on the one hand,has led to the failure to form a strong non-institutional elite to compete with Political elites,and on the other hand,the village collective resources are less,which makes the villagers lose the enthusiasm to participate in the village political life;The alienation of rural relations is an important reason for the alienation of village power structure;The legacy of traditional political culture affects villagers' political psychology;Family and acquaintance society have direct influence on the political form and order of village.Because the village maintains this kind of power structure and the power operation pattern for a long time,the village governance performance is not ideal:The operational mechanism of power turnover is far from the design of democratic election system,and the system performance is low;There is a strong "elite governance"color in the governance model of villages.Corresponding to the decision-making of simple and efficient village cadres is the lack of participation of villagers;Although there is a certain degree of performance in the order and stability of villages and the implementation of national policies,it is at the expense of the democratic rights of villagers;Village cadres can obtain certain authority through family support and support from township governments,and have "legitimateness" in the hearts of villagers,but they lack the most solid legal authority,and because the village cadres under the "consignment system" are increasingly unable to adapt to villages With regard to economic and social development,the only village cadre authority is also facing the risk of weakening.On this basis,I put forward some countermeasures and suggestions aims at the problems and difficulties existing in the process of village power operation and village governance,mainly as follows:Improving the efficiency of the implementation of the Democratic Autonomy system;Cultivate non-institutional elite actively;Dredge the way of political participation;Constructing a democratic political culture.
