Public Policy Research On The Development Of High-tech Industry In Yantai City

Since the 18th National Congress of the CPC,innovation-driven development strategy has become the main strategic direction of China's current economic development.High-tech has become an important strategic measure for the rapid development of urban economy,transformation and upgrading of market structure,and rapid improvement of comprehensive national strength.However,along with high output,high-tech industry also has high input and difficult-to-predict risk characteristics.Market adjustment alone will make it difficult for a large number of companies to maintain business.The government uses effective public policies to implement macro-control and can guide social capital into high-tech industry through specific preferential policies to help the industry achieve sustainable development.Among the "13th Five-Year Plan" of Yantai City,high-tech technology industry is taken as an important construction direction during the planning period.In the "13th Five-Year Plan for Science and Technology Innovation" of Yantai City(2017),the attitude of high-tech industry is clarified.That is,through the promotion of high-tech science and technology innovation,we have established a "big science and technology" work pattern featuring large joint efforts,wide cooperation and new co-operation and set targets for the five-year plan in high-tech industry,including breakthroughs in high-tech output value 1 trillion of yuan,high-tech enterprises broke through 1,000 and the transaction volume of technology contracts exceeded 12 billion yuan.In fact,the development of high-tech industry in Yantai has achieved some success in recent years,but there is still a certain gap compared with the developed countries in the world and the domestic technological innovation cities.The use of public policies to promote the development of high-tech industry is of great practical significance.This article chooses Yantai as the research base,bases on the present situation of the high-tech industry development in Yantai,studies the public policy investment situation and the implementation effect in this city,explores the insufficiency of the public policy in the development of high-tech industry,and finds the corresponding solution.
