1. The purpose and meaning of the thesis In the circumstance of science and technology enormous developingand obvious economy globalization, the competition of the state-to-stateis, in the most case, the competition of developing High-techindustrialization. Taking a wide view of the development of thewell-known High-tech industrialization in the world, we can see, thegovernment function is prominent. Entering the new century, in order to meet the requirement ofknowledge economy, we should take use of opportunities to stimulate thedevelopment of high and new tech industrial clusters, by changingdisadvantages into advantages and changing passive behaviors intoactive behaviors, by making up of conditions, by shaping attractivecharacteristics, by undertaking right and effective policies and tasks. Thethesis is focused on the government function of developing high and newtech industrial clusters. 2. The main content of the thesis Besides the preface, this thesis consists of four chapters. Chapter one is an analytical background. It mainly elaborates thegeneral situation of high and new tech industrial clusters. It is dividedinto two parts. Part one reviews the relation between industrial clustersand high and new tech industrial clusters. It also puts forward to the mainpoint: the government function promotes the development of high andnew tech industrial clusters. Part two introduces the present condition ofhigh and new tech industrial clusters for the purpose of the readerunderstanding. Chapter two is an analytical core. It analyzes the necessity that thegovernment takes part in the development of high and new tech industrialclusters. This chapter is divided into three parts. Part one analyzes theformation's condition of high and new tech industrial clusters. Part twodiscusses the necessity that the government takes part in the developmentof high and new tech industrial clusters. The creative environment indistrict is very important for the development of high and new techindustrial clusters. The government function stimulates the formation ofthe creative environment in district. Part three explains the governmentfunction of developing high and new tech industrial clusters by givingexamples. Chapter three analyzes key problems that high and new techindustrial clusters face a series of developments in our country. It pointsout the direction for the choice of the public policy. It consists of twoparts. Part one discusses problems from the angle of the industrialorganization. Part two discusses problems from the angle of the creativeenvironment in district. Chapter four is an analytical main body. It analyzes the public policychoice from the angle of key problems that high and new tech industrialclusters face a series of developments in our country. This chapter isdivided into four parts. Part one discusses the government function fromthe angle of the industrial organization. Part two discusses thegovernment function from the angle of the creative environment indistrict. Another, the risk investment and the human resource have thespecial meaning for the development of high and new tech industrialclusters. Part three discusses the government function from the angle ofthe risk investment. Part four discusses the government function from theangle of the human resource. 3. The contributions and shortcomings of the thesis Most of papers study the relation between industrial clusters and thegovernment function. They explain the public policy choice in brief whentalking about the government function of developing high and new techindustrial clusters. Meanwhile, this thesis studies the necessity that thegovernment takes part in the development of high and new tech industrialclusters. It is the most valuable contribution of this thesis. However owing to the limitation of time and space, this thesisdoesn't study the necessity that the government takes part in thedevelopment of high and new tech industrial clusters from the angle ofthe formation mechanism, the industry keeping on developing and so on.
