Mongolia is an important landlocked country at the eastern end of Eurasia.Its strategic significance is more prominent and has the appellation of "the hinterland of Asia".After the disintegration of the Soviet Union and the great changes in Eastern Europe,the foreign policy of Mongolia has undergone profound changes.According to the changes in the situation both at home and abroad,the state of Mongolia abandoned the position of the former side to the Soviet Union.In 1994,Mongolia promulgated the foreign policy concept of the state of Mongolia,announcing the implementation of non-alignment,equidistance and omni-directional multi branch foreign policy,and accordingly put forward the diplomatic policy of "third neighboring countries",namely,the United States,Japan,India and South Korea,in addition to the first diplomatic object of China and Russia's two big geographical neighbors.Europe and other countries are regarded as "third neighboring countries" and focus on their relations with development.The concept of Mongolia's foreign policy was the first independent document made by Mongolia after its establishment.Since then,in 2010,the state of Mongolia established the foreign policy through the way of legislation.In 2011,the "foreign policy concept"was promulgated,and the "third neighboring" policy was enacted clearly.The foreign policy pursued by Mongolia has many reasons.According to Mongolia's diplomatic history,every time Mongolia has the opportunity to implement a more independent foreign policy,it tries to engage in third countries.For example,in 1911,the Ministry of foreign affairs made a note to nine countries,such as the United States,France,Britain and Germany,and proposed the exchange of diplomatic representatives,contracts for each other,and foreign trade.The foundation of Mongolia's foreign policy is to maintain friendly relations with the two major neighbors of China and Russia.There is a saying in Mongolia that "the fate of neighboring countries is related".Therefore,the attitude of each neighboring country will directly relate to the national security and interests of neighboring countries.Both China and Russia are world class powers.The security and social stability of Mongolia's two major neighbors will directly or indirectly affect the internal and external environment of Mongolia.From a geopolitical and political point of view,Mongolia has taken the two neighboring countries of China and Russia as the primary diplomatic target,and at the same time seek to develop their relations with the "third neighbors",such as the United States,Japan,India,Korea and Europe.Among them,the relationship between Mongolia and the United States involves hot issues in the region.Over the years,the United States has continuously strengthened its military cooperation with the Mongolia countries,and tries to promote the relationship between Mongolia and the DPRK and Korea in the direction of the interests of the United States,and to enhance its sense of existence and strength in the Northeast Asia.Mongolia has made full efforts to promote the implementation of the foreign policy of "third neighboring countries",and actively endeavors to develop bilateral and multilateral relations in many fields,such as political,economic,and other important countries,important countries and international organizations in the Asia Pacific region.Here,how Mongolia uses flexible and multi means diplomacy to balance the relations of China,Russia and the United States in the relationship between China,Russia and the United States is a major challenge to Mongolia's foreign exchange.
