Unemployment is an inexorable outcome of social change and economic development.In order to cope with unemployment issues,many countries project a new social security policy--unemployment insurance--which can precaution lose their jobs,ensure their basic live after being out of workand promote the re-employment.Unemployment insurance can also help to promote a laborer's job skills and optimize allocation of labor resources.The combination of unemployment insurance and employment promotion measures has already been the international trend to solve unemployment issues.In my paper,I will discuss and explore various issues in the unemployment insurance system.In China,our unemployment insurance system was first established in 1986.During this time,it put its emphasize on guaranteeing the basic services of the unemployed,promoting their re-employment and maintaining social stability.It played an important role in different historical stages during the country's economic development.However,this system still needs to be improved.Concurrent with the economic development,more and more disadvantages have been revealed.It can't adapt to the new economic situation.That is why it is imperative to explore this topic.Based on the implementation of unemployment insurance,this article conducted a series of researches about the development history and the content of the unemployment insurance system.As a result,there are some problems.The expenditure structure is not reasonable in an unemployment insurance fund model.The expenditure on employment promotion is not enough.The unemployed have to wait too long of a time to get their insurance premium,which inhibits their enthusiasm.Then,the low payment of the unemployment insurance can't support the unemployed and their family to have a normal life.Next,the premium rate is unified so there are no flexible adjustments.Moreover,there is a lack of coverage.Many people don't have unemployment insurance,including civil servants,fresh graduates and veterans.Last,unemployment insurance can't promote re-employment very well.It's inadequate in promoting re-employment opportunities.Why do we have these problems?The reason is not only the inaccurate functional orientation,but also the imbalance in economic level and government management level.After referring to how America,Germany and Japan project their unemployment insurance system,this study combined our national conditions and offered some reforming proposals.I hope this will be helpful to improve the unemployment insurance system in China.Here are the proposals:perfect relevant laws and regulations,making sure the operation of the systemhas legal support;extend the scope of the expenditure in the unemployment insurance fund,shorten the time limit of the premium;implement industry differential rate and employer floating rate,make the premium rate tie to the industry employment situation,the degree of unemployment risk,the rate of employer's fund balance and the rate of dismissing workers;enlarge the coverage of unemployment insurance,making fresh graduates,town workers and civil servants benefit from this policy.
