| The unemployment insurance system of China,with dual functions of life guarantee and employment promotion,has being in operation for more than 30 years.However,in practice,the function of life guarantee receives additional significance while the function of employment promotion works less than satisfactory due to the lack of reasonable design and proper arrangement.In recent years,China’s economic development has entered a new normal,with the economic growth slowing down and the growth pattern gradually changing.In this period,China will face the comprehensive problems of cyclical unemployment and structural unemployment for a long time.In order to alleviate the increasing employment pressure,ensure people’s basic living,and meet the growing material and spiritual needs of the people,it is particularly important to give full play to the function of employment promotion of unemployment insurance.At present,guaranteeing basic living,the passive value orientation of China’s unemployment insurance system,is not enough to deal with the complex and changing economic situation and employment pressure.It is particularly urgent to improve the grim employment situation of our country by strengthening the employment promotion function of unemployment insurance.On November 10,2017,the Ministry of Human Resources and Social Security published“Regulations on unemployment insurance(Draft)”(hereinafter referred to as the draft),which means that the revision of the regulations on unemployment insurance has entered a substantive stage.Learning from the previous experience,the draft emphasizes on the employment promotion function of unemployment insurance.For example,it provides subsidies for skill promotion,occupation skill appraisal and entrepreneurship,expands the coverage of unemployment insurance funds and specifies stable post allowance.But there are also obvious deficiencies in the draft,which affect the role of unemployment insurance in promoting employment.First,the specific standards and methods of the subsidies mentioned above are absent.Then,equal-value payment mode is still adopted and eligible unemployed are paid monthly according to a prescribed standard,which is inappropriate.What’s more,in regard to the obligations of the recipients,there is only one provision in the case of termination of unemployment insurance benefits,and there is no other obligation.These problems restrict the employment promotion function of unemployment insurance.To fully exploit the employment promotion function of the unemployment insurance system in our country,firstly,it is necessary to analyze the current situation and find out the factors that restrict the employment promotion function of the current unemployment insurance system,so as to provide suggestions for the reform and sustainable development of the unemployment insurance system.The system can be updated from the following aspects:the use of unemployment insurance funds,the payment of unemployment insurance benefits,the obligations of recipients,the improvement of the incentive mechanism and the dynamic supervision of the unemployed.Transfer the value orientation from passive life guarantee to active employment promotion and relieve the pressure of unemployment in our country. |
