As the important escalation of building a new socialist countryside,highlighting the importance of grassroots governance,the 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization by emphasizing the "rural governance system of strengthening the grass-roots basic work in rural areas,improving the combination of autonomy,rule of law and virtue",pointed out the direction for the reform and improvement of rural governance system.After more than five years of development,the county party committee and government of Changsha county introduced non-governmental organization to carry out the "Lehe village" construction project in May 2013 and achieved remarkable success in this experiment of innovation in grassroots governance,respond to the needs of the new era.In the process,participatory communication played a crucial role.Based on the theoretical perspective of development communication,the article takes the “Lehe village” community in Changsha County as the research object,and through literature research,field surveys and interviews methods to analyze the non-governmental organizations through the effective means of communication with which to participate in the construction of "Lehe village" communities.The survey found that at present the construction of rural communities is mainly faced with the phenomenon of "atomization" prominent personal phenomenon,a serious lack of public living space,"the last mile" situation ubiquitous predicament,and these difficulties in the final analysis is to solve the problem of "people" in rural construction.This is precisely the problem that non-governmental organizations need to overcome in their participation in the construction of rural communities.Traditionally,the "top-down" mode of communication adopted by the government does not apply to contemporary village society with internal stratification and lack of authority,nor to non-governmental organizations.In view of the above situation,there is a need for participatory communication.For non-governmental organizations,through the participatory communication,it is possible to effectively resolve the conflict of ideas and integration of foreign organizations and local communities.For local communities,participatory communication can transform endogenous foreign concepts into ideas and create public space at the same time.Throughout theconstruction of the community of "Lehe village",participatory communication works with the local existing organizations to form a set of participatory communication centering on the "mutual aid association" of endogenous self-governing organizations and effective interaction between social work stations,joint councils and villagers operation flow.Comprehensive analysis of the overall situation of participatory communication in the community construction of “Lehe village” shows that community empowerment and negotiation governance are the key to this,and it is also the direction that most of the rural community construction should focus on.It is true that the use of participatory communication also has problems such as insufficient use of community media and incomplete community culture mining,giving full play to the role of participatory broadcasting in promoting community building,strengthening the production and dissemination of participatory images,and keeping pace with the trend of new media.The promotion of online and offline linkages and in-depth digging of local cultural heritage are the directions for improvement in the next stage of the construction of “Lehe village” community.It is also a reference to other rural community development and can be improved.On this basis,it is clear that local conditions are the "golden rule" of rural community construction.
