In recent years, with the acceleration of China’s social reform, non-governmental organizations, as a newly emerged force, have gradually shown their function and effect. In the Third Plenary Session of the 18 t h CPC Central Committee, vigorously developing non-governmental organizations have been referred to the national level, and the claims of improving social governance pattern and activating non-governmental organizations have been raised explicitly. Likewise, it has been referred in the 12 t h NPC’s government work report in 2015 that the government should reinforce and innovate social governance, deepen the reform of management system of non-governmental organizations, speed the decoupling between industrial trade associations and administrative organs, as well as support mass organizations to participate legitimately in social governance. As the result of farmers organizations, which are independent of the government and the rural autonomous organizations, rural non-governmental organizations have emerged and developed. Besides, they played a vital role in promoting C hina’s construction of Socialist New Countryside and improving the abilities such as rural social governance. However, due to the special reason in the development of rural non-governmental organizations in our country, the correct position and support of the government are inevitable if rural non-governmental organizations are heading towards a truly healthy path of development.Therefore, based on the analysis of the necessity and appropriateness of the intervention of the role the government played in the development of rural non-governmental organizations, first, the author proposed that theoretically the government should figure as a conductor, a supporter, as well as a guarantor; Meanwhile, the author argued that in the real world, the government is an intervener with offside power, a bystander who is absent, and a manager whose funct ion is displaced. Apart from that, the author analyzed the causes of above issues; Finally, by comparison, the author discussed the inappropriate role the government played in reality. By renovating government concepts, optimizing institutional environment and mastering specific policies, the government could return to the position where it is supposed to be in order to guarantee our country’s rural non-governmental organizations’ development healthily, reasonably and in good order, bringing into full play its ability in rural society.
