Non-governmental Organizations' Participation In Natural Disaster Relief

In recent years,natural disasters have occurred frequently in China and the disaster relief tasks are heavy.It is imperative to fully mobilize the enthusiasm of non-governmental organizations and other social forces to form a coordinated,orderly and coordinated disaster relief force.With the rapid economic and social development of our country,non-governmental organizations have gradually developed into an important force in disaster relief work.It can integrate social resources,meet the diverse needs of disaster victims,and share government functions.It plays an important role in the rescue of natural disasters.The level of disaster relief also affects the overall level of disaster relief.It is then necessary to analyze the current situation of the non-governmental organizations in China in disaster relief so that they can better use disaster relief capabilities.This article chose the Jiuzhaigou earthquake as an analysis case.The first is because of the particularity of the disaster relief.Although the Jiuzhaigou earthquake has a smaller degree of casualties and architectural damage than previous earthquakes,it has brought new challenges.In the past,earthquake-affected people were mainly residents of the administrative region in the disaster area,and the Jiuzhaigou earthquake was a tourist attraction.The main crowd is first of all large-scale tourists,and the Jiuzhaigou Scenic Area is not only a scenic spot,but also has a separate management mechanism.Its management bureau is a county-level business unit.Therefore,the earthquake-stricken area involves scenic spots and non-spots.The disaster management subject involved is diverse and this poses challenges.Second,in this disaster relief,non-governmental organizations have shown new levels of disaster relief in the past,reflecting the current situation of non-governmental organizations in disaster relief.Taking the Jiuzhaigou earthquake as an example,this paper analyzes the current situation of non-governmental organizations participating in natural disaster relief,and compares the level of relief provided by non-governmental organizations in the Jiuzhaigou earthquake with the level of disaster relief during the Wenchuan and Ya'an earthquakes,thus discovering that non-governmental organizations are The Jiuzhaigou Earthquake Relief reflects new levels of disaster relief in the past.It is manifested in the institutionalization of NGO participation,the deepening of cooperation between non-governmental organizations,and the precision of NGO assistance.This mainly comes from the Wenchuan earthquake.The beginning of the recognition and understanding of NGOs,volunteers,and business participation came from the institutional development that began with the Ya'an earthquake.Among them are government and non-governmental organizations,group-level organizations,and innovations in the social service center system,as well as foundations.Deepening cooperation among NGOs such as the Disaster Relief Coordinating Council.At the same time,this paper analyzes the involvement of non-governmental organizations in the Jiuzhaigou Earthquake Relief,and finds that NGOs have problems such as lack of institutionalized channels for participation in relief,limited breadth and depth of participation in assistance,lack of participation,and sharing difficulties in information communication.This is mainly due to the imperfection of the relevant legal system,the defects in the management system,the lack of government support and training,and the incompleteness of the information coordination mechanism.Therefore,this article advocates that the government should improve the relevant legal system,reform the registration management system,and increase government support.Non-government organizations should improve the information coordination mechanism,actively participate in natural disaster relief,and give full play to the level of disaster relief.
