Research Of Nature Disaster Relief Engaged By Chinese Non-governmental Organizations

As far as the history can tell, China has been one of thecountries where natural calamities happened recurrently. As thenew century arrives, natural disasters, manifesting various andcomplicating characteristics, are also frequently happened aroundthe world, which has gradually turned to be one of the criticalchallenges nagging the countries. It is a weighty subject calling forour attention that how to give warnings effectively ahead of thedisasters, to provide relief and reconstructions thereafter, and torelieve the loss in material and the pain in spirit caused by them.Upon these issues government, the provider of public service takesthe leading role. However, its functions are relatively limited underthe background of “small government, big society”. It demands thatthe involvement of all members of the society when horribledisasters sweep our homeland.As the concept “society of citizens” turns to be popular andaccepted, in terms of social administration, the role ofnon-governmental organizations are becoming more and moreimportant. The NGOs, with advantages that governments areflexible, give significant complementation to the government work. Especially in the natural disaster relief, the NGOs expertise andflexibility will complement the governments’ limitations, whichgreatly improve the relief’s efficiency and quality. Up to now, NGOsin our country are still developing with sorts of issues inside andchallenges outside. How to make the NGOs’ function moreeffectively in natural disasters relief and better serve the public isone of the questions in the field of Management, AdministrativeScience and Sociology. Hence, the research of nature disaster reliefengaged by Chinese non-governmental organizations is moreimportant in theory and reality.Based on the study data of domestic and internationalnon-governmental organizations, this paper firstly analyze thenecessity and feasibility in eyes of related theory, flexibility andprofessional; Secondly, the paper presents the history and thepresent status on NGOs’ involvements in domestic disaster relief,summarizes the questions and deficiency about nature disasterrelief by domestic NGOs and analyzes the reasons about thesequestions. In the end, proceeding from China’s actual conditions,analysis on problems is given and constructive views are presentedon the basis of experience borrowed from foreign NGOs in order toprovide reference to the NGOs in our country.
