In recent ten years, public crisis events, whose complexity has a serious impact on society, occur frequently on a domestic or worldwide scale. Compared with before, the government has been unable to meet the needs of development In meeting the challeng e of public crisis. However, Non-governmental organizations by volunteers play unique roles in the handling of the crisis. In 2008 the most destructive magnitude-8 quake happ ened in Wenchuan County of the Aba Tibetan and Qiang Autonomous Prefecture, which caused the biggest loss in the history.Nowadays, China’s non-governmental organizations actively involved has played a increasingly significant role in public crisis management, particularly, the positive performance of China’s non-governmental organizations in the Wenchuan earthquake has left a profound impression on the whole society of China. However, function of the Chinese non-governmental organizations in public crisis management is not fully realized. How to use this power of China’s non-governmental organizations perfectly become an important area of public governance issues. In this thesis, non-governmental organizations become the main participate in the analysis of the object. It is designed to explore the approach of non-governmental organizations in public crisis management, as well as effectiveness and the problems. At last,the thesis raised a number of countermeasures with a view to China’s non-governmental organizations in public crisis management to fully play its role.
