The Imperial Japanese Navy had constructed it’s propaganda system over 20 years,before the Pacific War.From 1906 to 1924,the propaganda system of the Imperial Japanese Navy had experienced everything from scratch,from neglect to attention,from negative to positive.The evolutionary process is a worth studying in the contemporary.This paper based on the actual features of propaganda of the Imperial Japanese Navy in different periods,and will be divided into three stage.In the first part of this study,the content revolves around the beginning of the modern Japanese naval propaganda.Japanese Government set conscription to found the modern army and navy quickly after the Meiji Restoration.Because of Because of lack of modern awareness of propaganda,Japanese armed force did not build a systematic and positive propaganda mechanism.After the Russo-Japanese War,the Imperial Japanese Navy established the Kaigun-kinenbi to commemorate its victory in the Battle of Tsushima.The Imperial Japanese Navy,lacking awareness of propaganda,merely treated this anniversary as a commemorative day within the Navy.It did not mold it into a victory commemoration day for all citizens.The attitude of the Japanese public on this anniversary was also relatively cold.In 1910,the Imperial Japanese Navy was commissioned by the Ministry of Education to send naval officers to middle school and given a speech about the Battle of Tsushima,their goal is to motivate students loyalty.It was the earliest carrier of Imperial Japanese Navy’s propaganda.But in this period,Kaigun-kinenbi Kowa was one of the movement Normaly National Education which organized by the Ministry of Education.At this time,the Imperial Japanese Navy objectively lacked the motivation to implement positive public propaganda,and this period was still in the budding period of the modern Japanese army propaganda ideology.At this time,the Imperial Japanese Navy did not use the Kaigun-kinenbi Kowa as a platform to interact with the public and implement public advocacy.In the second part of this study,it is the analysis of tortuous development of the Imperial Japanese Navy’s propaganda from WWI to 1920’s.After 1913,Japan started another round of rapid expansion,and has had a growing need for volunteers.With the Taisen-keiki coming to the scene after WWI,large quantities of young labor force rushed into the production departments,leaving the navy volunteer recruitment in decline.Therefore,the Imperial Japanese Navy increased its efforts in public communication,hoping to raise the marine awareness to attract more young blood.In response to its actual needs,the propaganda of the Imperial Japanese Navy demonstrated a clear and substantive purpose.In the same time,the propaganda awareness of the Imperial Japanese Navy had been improved,and made a positive change in the propaganda.Therefore,despite the twists and turns in the development of propaganda of the Imperial Japanese Navy during this period,the Imperial Japanese Navy has become an active player in the implementation of propaganda,and it has undergone a transition from negative to positive in propaganda,and it has also begun to seek interaction with the public.In order to achieve the penetration and influence of the people,the interaction has shown a positive trend in the interaction with the public.The Third part of this study around the propaganda of the Imperial Japanese Navy from 1921 to 1924,by sorting out the public opinion of disarmament in Japan in the early 1920s,explained why the domestic public opinion on disarmament in Japan has been rising during this period.Because of the influence of public opinion,Japan was forced to make a concession on the Washington Naval Conference.As a result,the Imperial Japanese Navy’s propaganda strategy became more active after 1922.On the one hand,the Imperial Japanese Navy worked hard to increase the number of its public campaigns;on the other hand,the Imperial Japanese Navy has also tried to increase its propaganda efficiency,which has led to the formation of a sense of integration of propaganda.The Imperial Japanese navy set Kaigun-gunji-fukyu-iinkai,a specialized management agency for propaganda and interaction.As the improved of awareness of propaganda,It was also becoming more and more active in propaganda and interaction with the public.The propaganda efficiency of the Imperial Japanese Navy had been greatly improved.The feedback from the public could be rapidly accepted by the navy,and new propaganda measures can be rapidly introduced to naval organizations in various places.Through a variety of new means of propaganda,it successfully mobilized the public to actively recognize the enthusiasm of the Navy,further narrowing the distance between the Navy and the people,and attracting more young people to understand and join the Navy.Overall,the Imperial Japanese Navy’s propaganda policy had been completely formed in 1922,the found of Kaigun-gunji-fukyu-iinkai marks the Imperial Japanese Navy formally established a unified and active propaganda system.Through the study of the development of the propaganda of the Imperial Japanese Navy from 1906 to 1924,this paper attempts to illustrate the following issues.The Conclusion explores the characteristics in the establishment of the Imperial Japanese Navy’s propaganda system.The first is positive trends in the development.Second,the establishment of the Imperial Japanese Navy’s propaganda system was deeply influenced by the interaction between the Navy and the people.Third,the Japanese Navy’s propaganda activities formed a tradition of pro-civilization.On the other hand,it should also be noted that the propaganda of Imperial Japanese navy served aggression in the early 20th century,and there was a certain link between the Japanese society’s militarism.
