A food safety organization was established in 1995 and is subordinate to the Food Bureau of H province.It is the authoritative inspection institution of grain,oil,feed and food in H province.The agency is responsible for the quality supervision and inspection of grain and oil feed products,quality arbitration inspection,new product identification and inspection,production license certification inspection,and scientific and technological achievements inspection and identification.The annual commissioned inspection of grain and oil feed food includes 247 products,involving631 parameters.In the period of deep reform and transformation in the institutions,in view of the long and heavy inspection and the imperfect salary incentive system,how to improve the existing salary management system and implement the effective salary incentive scheme to fully mobilize the enthusiasm of the employees is an urgent problem to be solved by the A food safety agency.On the basis of collecting and collating a large number of documents,this paper systematically studies the optimization and implementation strategy of the compensation scheme for the A food safety agency by drawing on the successful experience of the domestic similar institutions' compensation management.First of all,on the basis of the overview of the A food safety agencies and post settings,according to the status of the A food safety agency compensation management,the questionnaire and interview methods are adopted to analyze the problems in the salary management system and reveal the reasons for their existence.Secondly,in order to solve the problems in the salary management of the A food safety agency,this paper puts forward the optimization principle and overall idea of the salary scheme,and puts forward the optimization scheme of the A food safety agency salary through the post and performance salary,reward and welfare,special special technical personnel salary and so on.Finally,through strengthening the management and supervision of various departments and establishing an effective performance appraisal system,the implementation strategy of the compensation optimizationscheme for the A food safety agency is provided.The main features and innovations of this paper are as follows:(1)the problems and causes in the compensation management of A food safety institutions are analyzed through questionnaires and interviews.Secondly,the principles and ideas of compensation scheme optimization are designed,and the compensation optimization of the A food safety agency is put forward.Third,through the establishment of effective performance appraisal system,the implementation strategy of A food safety agency salary optimization scheme is provided.This study not only provides an operational compensation scheme and implementation strategy for the A food safety agency,but also extends to the same kind of research institutions,providing theoretical analysis and implementation ways for its salary management.
