The Moral Education Inquiry Of European Human Genetic Database

In 21 th century,life science and biotechnology developed vigorously.With the invention of various new technologies,such as DNA rapid sequencing technique,molecular imaging technique,nanotechnology and so on,the development level of biomedicine has been greatly improved.Nowadays,the traditional single-cause research model can hardly meet the requirements of the complex disease research,and genetic database,as the carrier of biomedical research,has been paid more and more attention.Human biological samples and genetic data are valuable non-renewable resources.High quality sample data is of great significance to explore the treatment of major diseases,to invent new diagnostic tools,to formulate new diagnostic indicators,and to develop pharmaceutical research and development.The standardization construction and management system of genetic database have been paid more and more attention by medical researchers in developed countries.The establishment of the unified genetic database management system has been started,and the information management system has been improving.In addition to the establishment of national genetic databases,some European countries have also established international genetic database research organizations in conjunction with many countries.The Economic Cooperation and Development(OECD)joins hands with more than 30 countries to have built not only large genetic databases,but also have summarized valuable experience in building and managing genetic databases and have published guidelines and best practices for the construction of genetic databases.European Centre for the study of Biological samples and Molecular BiologicalResources(BBMRI)has established a pan-European research infrastructure in conjunction with most European countries and research institutions,with advanced management models and lessons learned in collaborative research and benefit-sharing in genetic databases.Studying the mature construction management model in Europe plays an important role in promoting the healthy development of genetic database in China.However,in view of the particularity of the content of genetic database and the importance of genetic resources,there must be many ethical and moral problems in the process of building and managing database.According to the past construction experience and related cases,the collection and protection of genetic data and cooperative research with other institutions are the high incidence of ethical issues.A detailed and comprehensive ethical analysis of these processes is essential.The management of researchers is the most fundamental to standardize the code of conduct of genetic database research.The management of genetic databases should not only pay attention to the professional skills of researchers,but also focus on the training of professional literacy and moral requirements of researchers.The first part mainly discusses the potential ethical problems in the construction and management of genetic databases.Starting from the two main processes of data acquisition and data management,this paper points out the key role that researchers play in protecting the security of genetic databases,thus emphasizing the importance of developing the technical ability and professional ethics of researchers.Taking OECD and BBMRI as examples,this paper explains in detail the advanced management system and protective measures taken by these two organizations in the construction of genetic database,and provides reference for the development of genetic databases in China.The second part focuses on ethics education related to the construction of genetic databases.This paper analyzes the particularity of biomedical research in comparison with other professions and examines the construction process of genetic database from an ethical point of view.Strengthen the building of ethical review capacity,and focus on themanagement of research ethics committee.The training and knowledge of the participants should be updated on time.In addition,it is also necessary to strengthen the ethical and moral education of researchers to maximize the protection of genetic database construction and management system.The third part is the enlightenment to our country.According to the actual situation of our country,we should take the essence of it,strengthen the standardized management of genetic database and ethics committee,pay attention to the professional ethics education of researchers,popularize the knowledge of ethics and morality to the public,and attach importance to the education of school ethics.
