Research On Optimization Of Local Government Economic Behaviors From The Perspective Of Government Property Rights

Not only has China's marketization reform highlighted the decisive role of the market in the allocation of resources,but also pushed the local government to the center of the economic development of the ruling areas,including leading the development of the area's industries,fostering market forces,and promoting institutional innovation,since the reform and opening up.The Chinese economy has maintained a high growth rate for nearly 30 years and is known as a "growth miracle".There is a significant positive correlation between the governance behaviors of local government and economic growth.To some extent,it can be said that local government economic behaviors has led to regional economic growth.In the process of local economic development,local governments are more like a company and are deeply involved in local economic activities.The existing studies have more to explain from the perspective of the pressure-type systems and political incentives(political tournaments)to remind the economic behaviors of local governments.This thesis mainly analyzes the local government' s economic behaviors from the angle of local government property rights.Because the property rights of local governments are an analysis perspective that can better reflect the interests of local governments at all levels.The basic problem consciousness of this article is following.How do the property rights of local governments affect the economic behaviors of local governments?What are the consequences of local government involvement in economic activities?How to standardize the property rights of local governments in order to offer full play to the decisive role of the market in resource allocation?In view of the phenomenon that local governments are deeply involved in the local economy,how to find out the normalized path of local government economic behaviors from the perspective of government property rights?This thesis focuses on the causes of local government economic behaviors.On the basis of a thorough analysis of domestic and foreign research status and related theories,this thesis uses the property rights theory to study this issue.This thesis discusses the reasons why local governments are deeply involved in economic activities through the perspective of the property and function of local government property rights.Taking the N city's land transfer activities as an empirical analysis case,it finally proposes the standardization paths of local government economic behaviors from the perspective of property rights theory.Through studies,we can see that the interests of local governments are the starting point of all their economic behaviors,and self-interest is a breakthrough in the study of local government economic behaviors.
