To further balance urban and rural development,as well as to promote the construction of new socialist countryside,China has hired more than 470 thousand college-graduate student as village officials in the rural area since 2008.Using their own knowledge,enthusiasm and sweat,they have led the broad masses of peasants to cultivate their careers,which positively contribute to promoting rural economic and social development.However,with mounting of college-graduate village officials,a growing number of college-graduate village officials have to face "neither to stay nor move" occupation development dilemma.How to solve college-graduate village officials training and exchanging problems are directly affecting the enthusiasm of the college-graduate village officials,so far as to impact long-term development of college-graduate village official policy.Even though Jiangsu is the first and advanced province to start hiring college-graduate village officials,Jiangsu has to face the occupation development dilemma of those village officials.College-graduate village officials' occupational status is neither government staff,nor a true"village official" in proper sense.Due to the awkwardness of their occupational status,they have to find their next job within two employment terms(6 years).We have researched college-graduate village official occupation development dilemma in Jiangsu,finding out that the current college-graduate village officials faces many problems:the most popular jobs are still working in government units.Due to the limited formation of the units,most of the college-graduate village officials could not get in.Those who want to stay in village find it hard to integrate with the village on account of professional limitation,personal ability,role identity and other reasons.Some with entrepreneurial dream are holding back by lack of the funding,technology and ability.For the village officials who chose further study,they have to confront with the disadvantage of age and energy.Exchanging employment policy has not been effectively implemented.In view of the existing problems,this article proposed solutions to crack occupation development dilemma from the perspective of strengthening the system design and implementation of the policy.Hoping the suggestion would provide a reference for administrators,so as to orderly exchanging the college-graduate village officials,effectively prompting their work and making more contribution to the construction of new socialist countryside.
