The implementing of the college-graduate “village officials” policy has effectively alleviated the employment pressure of college students and broaden the way of training reserve cadres.But as a new thing,the management of college-graduate “village officials” is not mature.There is a lot of work to be summarized and explored.There exist a lot of problems such as the work effect which is not good enough,the brain drain of college-graduate “village officials”,and even something that does not meet the scientific development concept.College-graduate “village officials”are selected by higher authorities and more in need of the management and guidance of the township government.As a direct administrator of college-graduate “ village officials ”,the township government has undertaken most of the daily education and routine management of college-graduate “village officials”.Therefore,this research is based on the management of college-graduate “village officials” by grass-roots government makes a supplementary research on the specific management of college-graduate “village officials”.The college-graduate “village officials” policy was early implemented in Jiangsu Province.It worked in the forefront of the country and had rich experience.Dongtai belongs to China's top 100 counties(cities).It had rapid social and economic development and the rural work has been in the forefront of the province.As the big agricultural town in Dongtai City of Jiangsu Province,Sancang Town has a superior geographical position and mature management system of college-graduate “village officials”.In addition,the author works in Sancang Town.So the author made the town as the research location.So this research has strong operability,feasibility and pertinence.This paper,from the perspective of the team management of college-graduate "village officials" in Sancang Town through questionnaires,surveys,field visits,looking up relevant information and other ways,combined with the author's work experience in the grass-roots organization department,made a research on the college-graduate “village officials” register motivation,future planning,function,on duty,daily management,seconded situation,training,assessment and self management,etc.The study found that there are some problems in the management of the college-graduate “village officials” in Sancang Town.From the aspect of the college-graduate “village officials”,they are ideologically idleness and lack of methods of rural work;from the aspect of the government,there are shortcomings in daily management and temporarily transfer of college-graduate “village officials”;from the aspect of the system,the training and assessment mechanism is not perfect;from the aspect of self-management,self-management institutions of college-graduate “village officials” exist in name only,etc.Based on the research results,the author analyzed the problems above,clarified the causes of these problems,and put forward some improvement suggestions,which include four aspects as follows: the first one is to strengthen the educational guidance of the college-graduate “village officials”;the second one is to clarify the responsibilities of the management department;the third one is to improve the training system and establish the corresponding mechanism;the fourth one is to implement the self-management of the college-graduate “ village officials ”.In addition,while improving the management mechanism,this paper also suggest combining the system management and self management,making best of consciousness,dealing with some problems that system is difficult to solve,finding a way that can solve the problem to the greatest extent,enhancing the enthusiasm and effectiveness of college-graduate “village officials”,so as to let college-graduate “village officials” live up to the expectations of the Party and the people,show their talents to the greatest extent in the vast rural areas,contribute their own strength and show their talents in the construction of New Countryside.The innovation of this study aims to highlight the specific management research of the college-graduate “village officials” by grass-roots government.Based on the analysis of specific management issues and reasons of college-graduate “ village officials ” by grass-roots government,this paper provided constructive comments and suggestions for the grass-roots government to improve the college-graduate “village officials” management mechanism,and also provided some useful ideas and suggestions for the grass-roots government to carry out the college-graduate “village officials” management work.At the same time,the author hopes to make innovations in the expected results.The author does not only hope to solve the existing problem from the aspect of system,but also use universal values to enhance the sense of identity and pride of college-graduate “village officials” from the aspect of spirit,and solve some difficult problems that system is hard to solve.Though Sancang Town has the superior geographical advantage and mature college-graduate “village officials” management system,it still exists some regional differences and limitations.It is hoped that the innovations in the study can provide reference and inspiration to the policy makers and implementers of the college-graduate “village officials” policy,and provide theoretical reference for future academic research.
