Research On The Operation Mechanism Of Village Affairs Oversight Committee Of Yongjia County

Since the implementation of the grassroots mass autonomy system in China,the villager autonomy system has gradually improved,the level of villager autonomy has gradually improved,and the degree of legalization and standardization has been greatly enhanced.As an important link in village self-government,village-level democratic supervision is the cornerstone for ensuring the stable development of rural economy and society,and is a powerful form for promoting grassroots democracy construction in China.However,the village-level democratic supervision formed the system later,and the development was lagging behind.With the profound changes in the rural economy and society,the awareness of the masses and the awareness of safeguarding their rights have been continuously improved.People need a more transparent and dynamic villager autonomy system and a more fair and just democratic supervision mechanism.Therefore,reform and innovation are imperative.In 2004,the village supervision committee system was founded in Wuyi,Zhejiang Province and quickly promoted nationwide.In 2010,the amendments to the Organic Law of Villagers' Committees confirmed that rural areas should establish village supervision committees or other forms of village supervision institutions.In 2017,the introduction of the “Guiding Opinions on Establishing a Sound Village Surveillance Committee” further clarified the seven aspects of the overall requirements,supervision content,and responsibilities of the village supervision committee,making the operation of the system more practical..The emergence of the village supervision committee system has changed the organizational structure of rural autonomy,strengthened the village-level party style and clean government construction,standardized the operation of village cadres' power,and was conducive to grassroots democratic political construction.Since 2009,Wenzhou Yongjia County has fully implemented the village supervision committee system,and in practice has continuously strengthened the standardization of the village supervision committee,and actively explored new ways to strengthen the supervision effect and expand the supervision level,and achieved some results.However,the village supervision committee system also exposed some problems during the operation of Yongjia.The main manifestations were the unreasonable membership structure,unbalanced work promotion,unsatisfactory supervision effect,and low participation of the public.The main reasons are rural society.The influence of characteristics,the system design is flawed,and the organization orientation is not clear.In response to these problems,the author proposes the following countermeasures: First,improve the village supervision committee system,second,improve the sense of democracy and supervision,and third,clarify the organizational orientation of the village supervision committee.
