Research On The Performance Evaluation Of The Funds For The Relocation Of The Whole Immigrants In The Five Counties Of Southern Jiangxi Province In 2015

The material base for carrying out the relocation policy of helping the poor in poverty is capital.Without huge sum of money,it will not be able to achieve the goal of immigrant poverty alleviation.According to the calculation,our country should invest 946 billion 300 million yuan of financial capital from 2016 to 2020 to complete the relocation of about 10 million people,while Jiangxi Province in "13th Five-Year",the total investment of the relocation project is about 30 billion yuan according to the per capita relocation cost of 60 thousand yuan.During the "13th Five-Year" period in Ganzhou,194760 people needed to be relocated.According to the calculation of 60 thousand yuan per capita,it needed to invest about 11 billion 700 million yuan.Such a huge investment in poverty alleviation,if 1/10000 of the funds do not use the poverty alleviation task,it is also a huge waste.Therefore,it is necessary to carry out a continuous and in-depth study of the relocation funds for the relocation of poverty alleviation,which will also provide reference for the use of the funds for the relocation of poverty alleviation.Generally speaking,the poor areas are more impoverished and more difficult to shake off poverty.After introducing the regional situation in southern Jiangxi,this paper introduces the incidence of poverty in southern Jiangxi in recent years.Compared with the Jiangxi province and the whole country,the incidence of poverty in southern Jiangxi is relatively high,which shows that the task of poverty reduction in southern Jiangxi in the next few years is still severe.By using the established performance evaluation system,the performance evaluation of the funds for the relocation of the whole immigrants in the south of Jiangxi Province in 2015 is carried out,and the performance scores of the five counties are obtained,and the good results of the policy are analyzed,such as the improvement of the housing of the relocation households,the conditions of learning and medical treatment,the high degree of satisfaction of the relocated households and so on.However,in order to further verify the objectivity of the effect of the policy,the data envelopment analysis(DEA)was used to analyze the financial expenditure efficiency of the overall immigrant in the five counties of Southern Jiangxi Province.The results show that the efficiency of this capital expenditure is high.There are certain problems in the implementation of policies.According to the information collected and the exchange with the relocated households,it is found that the policies of poverty alleviation and relocation of the overall migrants in the region mainly exist in the poor households,the delay of housing subsidies,the widespread lag in infrastructure,the lack of employment in the settlements and the poor housing of some relocated households.These problems are only the superficial problems reflected in the implementation of policies.Only by holding the root of the problem through appearances can we manage both the root cause and the symptoms.Through the analysis of the problems,the author believes that the main cause of the problem is the high cost of relocation,the unreasonable assessment index,the weak local financial capacity,the backwardness of the industrial and commercial industry and the low cost of building housing.In view of the above problems,the author puts forward to improve the participation degree of poor households,reduce the cost of migration from three aspects,such as reducing the cost of housing,raising the standard of subsidy and reducing the cost of living,so as to improve the participation degree of the poor households.Change the assessment index,including the link between the evaluation index and the construction start rate of the resettlement,the evaluation index,the result index(the number of relocation)and the extension of the assessment period,and the increase of the financial subsidy standard for the infrastructure of the provinces and cities,and the problem of the large gap in the capital construction cost,which is the main part of the relocation of the city.In order to solve the problem of employment and housing poverty,relocating households to renting houses in cities is more convenient.
