The Study Of Target Poverty Alleviation In The Perspective Of Township Governance Capacity

In 2013,with the introduction of the modernization of the national governance system and governance capacity and the introduction of the "Opinions on the Solid Innovation Mechanism for the Promotion of Rural Poverty Alleviation and Development Work".The township government,which is located at the bottom of the state's political power,is the implementer of the rural poverty alleviation work.The degree of modernization of its governance capacity has directly become the decisive factor in achieving accurate poverty alleviation goals.Therefore,it is of great significance to explore the causes of problems in rural poverty alleviation in the perspective of township governance capacity and propose corresponding improvement paths.According to the research,the achievements of targeted poverty alleviation work in rural areas in China over the past four years have been achieved under the premise of continuous improvement in the governance capacity of township governments.At the same time,the existing problems in the capacity of township governance are also the important reasons that lead to precision poverty alleviation work still facing various practical difficulties.This paper takes the L township of jiangxi province as the case and the township governance capacity as the perspective.By using a variety of methods,we find that the difficulties in targeted poverty alleviation include the waste of the funds for poverty alleviation,some villagers fight for the poverty places,low farmers' awareness,the degree of most villagers' participation is not high,and the insufficiency of township governance capacity is the direct cause of the predicament of poverty alleviation in townships.To be specific,the enforcement of poverty alleviation policy in townships is weak leads to the waste of poverty alleviation funds,township poverty alleviation object identification lacks democracy leads to some villagers fight for the poverty places,inadequate promotion of poverty alleviation policies in townships,inadequate township authority and low trust of farmers causes the low level of participation of most farmers.Based on the above problems,this paper puts forward an improvement strategy to promote targeted poverty alleviation from the perspective of township governance,including strengthen the implementation of poverty policies,play the role of grass-root democratic supervision,pay attention to timeliness and form diversity of poverty alleviation publicity,reinvent the authority of the township and establish the credibility of the township government.The structure of the article is expanded in the following order.Chapter 1,introduction.This chapter puts forward why the author chooses such a research topic,what is the significance of studying such a topic;outlines the research status of targeted poverty alleviation and township governance capacity;expounds the paper's research ideas,research methods and innovation deficiencies.Chapter 2,the theoretical foundation of the governance capacity of townships and targeted poverty alleviation.As the theoretical foundation of the thesis research,this chapter focuses on the two basic concepts of governance capacity and targeted poverty alleviation.Governance capabilities include the governance capacity of country and the governance capacity of township,which mainly highlight the capacity of township governance.Targeted poverty alleviation focuses on its characteristics and significance.Finally,this chapter also analyzes in detail the relationship between township governance capacity and targeted poverty alleviation.Chapter 3,analyze the status of targeted poverty alleviation.This chapter analyzes the current status of targeted poverty alleviation in township L,including the two-point achievement about recognition and help is more accurate,the return to poverty is decreasing.and also including four real difficulties including the waste of the funds for poverty alleviation,some villagers fight for the poverty places,low farmers' awareness,and the degree of most villagers' participation is not high.In the analysis of real-life dilemma,a detailed description is also given in the case.Chapter 4,analyze the targeted poverty alleviation dilemma of township L.From the perspective of township governance capacity,analyze the causes of the targeted poverty alleviation described
