Study On Policy Executive Ability Of Township Government In Targeted Poverty Reduction

At present,China's economic development is embarking a new stage of building a well-off society in an all-round way,and targeted poverty reduction is an important requirement and key content of building a well-off society in an all-round way.Helping poverty-stricken areas and poor people get rid of poverty and changing the poverty situation is an important part of the government's current work.If there are tens of millions of people in China's rural areas who have not lifted from poverty and the poverty situation in rural areas has not changed by 2020,then the 100-year goal of building a well-off society in an all-round way will not be fulfilled,and the Communist Party and the country will not be approved by the people and the International communities.In the process of building a well-off society in an all-round way,targeted poverty reduction is of great significance to social stability and development.If poverty can not be eliminated,the life of the people will not be improved,and the society will be difficult to stabilize;without a stable social environment,economic development will be seriously hindered,and the goal of building a well-off society in an all-round way will be difficult to achieve.Targeted poverty reduction as well as poverty alleviation is not only a matter of economic development,but also a political issue.It is also a major event for the government to achieve validity,economic and social sustainable development.Township government is the last link of targeted poverty reduction.Therefore,this paper combines targeted poverty reduction with policy executive ability of township governments,starts with the township government that contacts the poor people directly,analyses the problems existing in the critical period of poverty alleviation,and explores the ways to improve policy executive ability of township government in Targeted poverty reduction.Through using a variety of research methods to analyze,this paper studies the policy executive ability of township government in targeted poverty reduction.The introduction of this paper mainly includes four aspects,namely,the background and significance of the subject,the research present status of targeted poverty reduction and policy executive ability at home and abroad,the research ideas and methods,as well as the key and difficult points and innovations.Through the introduction,this paper provides an analysis and summary ofthe value and related theories from different levels,and expounds the author's thoughts on this paper.The main body of this paper consists of three parts,which are as follows:The first part elaborates the basic theory of policy executive ability,including the basic connotation,values and significance,influencing factors,measurement standards and characteristics of township government's policy executive ability,and briefly introduces the basic requirements and goals of targeted poverty reduction in China.This chapter provides the theoretical basis and scope of discussion for the whole paper,analyses and defines the problems existing in policy executive ability of the second chapter,and delineates the theoretical framework for the analysis of the path to enhance the policy executive ability of township government.The second part,taking some township governments in Pingshan County as an example,analyses the existing problems of policy executive ability of township governments in the process of targeted poverty reduction.Firstly,it introduces the basic situation of Pingshan county and its effectiveness of targeted poverty reduction,and summarizes five concrete manifestations of the problems existing in policy executive ability of the township government in the process of targeted poverty reduction : the implementation of Poverty Alleviation Policies by individual township governments is mere formality;the implementation of Poverty Alleviation Policies by some township governments is not in line with reality;some township governments are not in place in implementing poverty alleviation policies;some township governments lack flexibility and innovation in implementing policies;in implementing policies,violations of policies and legal acts by individual staff occur from time to time.These five aspects involve all aspects of policy executive ability,mainly focusing on the determination and implementation of targeted poverty reduction programs.Analyzing the problems existing in the policy implementation of the township government in the policy and classifying and summarizing the problems existing in the process of targeted poverty reduction,are helpful to explore the methods to improve the policy executive ability of the township government.The third part mainly explores the ways to enhance the policy executive ability of township government in targeted poverty reduction.It mainly includes six aspects: accurately understanding the targeted poverty reduction policies of the Party and the government;implementing targeted poverty reduction policies according to local characteristics;to further improve the propaganda and coordination of the implementation of the policy,and ensure the smooth implementation of the precise poverty alleviation policy;to strengthen the ability of policy application and effectively play the role of targeted poverty reduction;to continuously enhance the policy innovation ability and expand the new thinking of targeted poverty reduction;to improve the legal system,regulations and supervision mechanism,and effectively guarantee the implementation of targeted poverty reduction policy.Good laws and regulations can effectively guarantee the implementation of policies.Chapter three is the focus,difficulty and innovation of this paper.In view of the problems in the process of targeted poverty reduction in Chapter two,the author puts forward the paths to improve the township government's policy executive ability in the process of targeted poverty reduction.From the specific perspective of targeted poverty reduction,this paper finds out five kinds of problems in the process of targeted poverty reduction of township government through many field surveys,and based on the author's research experience and local actual situation,it analyses six specific programs to improve the policy executive ability of township governments.This paper is aimed at providing some improvements to the progressing of targeted poverty reduction work,some enlightenment and reference to the improvement of policy executive ability of the township government,and promoting the work of the township government in targeted poverty reduction further.
