Study On The Governance Of Land Illegal Behavior In Jiangyin

This article is devoted to the study of land illegal behavior governance in Jiangyin.From the domestic research status and many relevant methods of the famous list,it is carefully selected,reasonable arrangement and comprehensive treatment,and puts forward constructive opinions in combination with the situation of Jiangyin city.In this study,the status quo and harm,causes and Countermeasures of land violations were analyzed by literature and case studies.Through the analysis of the research results of domestic experts on land management and the study of relevant foreign scholars in the area of land related content,the specific connotation of land illegal behavior,government responsibility,sustainable development theory,land use control theory and governance theory are clarifying,and the necessity of releasing land illegal behavior governance is explained.Secondly,in view of the current situation and harm of land illegal behavior in the development process of Jiangyin,from the scale,analysis and spatial distribution of the land illegal behavior in Jiangyin,the current situation of land illegal behavior is expounded.From the land illegal data in recent five years,the land violation behavior is serious to the development of Jiangyin city.Harm.Its harm is manifested in four aspects: social stability,destruction of cultivated land,disturbance of land transaction market and reduction of the credibility of the government.Then,through the Jiangyin local economic development pressure,land management system,illegal behavior management ability and related legal research to summarize and analyze the causes of land illegal behavior in Jiangyin.The pressure of local economic development is due to the sharp contradiction between land supply and demand,and the development relies on land finance and regional infectious effects.From the three aspects of land management system,performance appraisal system and accountability system,the anomie of land management is analyzed.The difficulty in dealing with illegal land activities is mainly due to the lack of supervision,unclear definition of responsibility and lack of transparency.Imperfect land management regulations and local regulations are also likely to breed illegal land use.This article analyzes three aspects: low punishment standard,low responsibility recognition and lack of coercive force.Finally,it gives some countermeasures for the causes of Jiangyin's land violation.Through establishing land use performance evaluation and fair land market,and implementing accountability system,we will promote the scientific development of our city and alleviate the pressure of urgent development.We should reform the system of cultivated land protection and land expropriation,implement the division of the three rights of land,and improve the performance appraisal so as to reform the land management system.To improve the level of land management from the perspective of ideas and ways,we should introduce the theory of public governance to provide more possibilities for the governance of land violations.The improvement of the laws and regulations of land management,the improvement of the quality of the law enforcement personnel,the good publicity and guidance,the land illegal behavior from governance to self-discipline,set up a good social atmosphere for the land management in Jiangyin.
