The important way to exert the function of public administration is the human resource management of the national public administration department.Establishing perfect and effective incentive measures is the core point of strengthening human resource management.The efficient operation of incentive measures will have a direct impact on the overall performance and vitality of the work.Reasonable and effective incentive measures can fully stimulate the subjective initiative of civil servants,further promote the promotion of the comprehensive quality of civil servants,and provide protection for the efficiency and efficiency of the operation of administrative organs.19th CPC National Congress of the Party further put forward the idea of promoting government performance management,that is,to construct a service-oriented and efficient government and to reform the administrative system.Leather deepened.As China's important economic management departments,tax departments play an important role on the regulation of the party and the state of the economy,should be more high-quality service to taxpayers.To achieve these goals,it is depends on the tax system of official working enthusiasm high.The guiding theory of this paper is the modern public management theory and the human resource management theory,and its aim is to carry out the incentive measures to the civil servants of the state tax system.The research methods adopted are interview method,investigation method and comparative research method and so on.Through the analysis of the research results of the civil servant incentive measures at home and abroad,the modern western incentive theory is combed from psychology,sociology and other aspects.The purpose of this paper is to provide reference measures to promote the optimization of civil servants' incentive in the state tax system.This paper analyzes the problems existing in the incentive measures of the State tax Bureau of Jiangyin City by means of questionnaires and interviews,and analyzes the causes of the current problems.Based on the previous research results,the guiding principles of the incentive measures of Jiangyin State Revenue Bureau are further put forward,and from the aspects of optimizing the salary system,perfecting the assessment system and strengthening training,etc.This paper probes into the method of optimizing the incentive measures of the State tax Bureau of Jiangyin City.
