Research On Ride-hailing Governance From The Perspective Of Service-oriented Government

With the rise and development of taxi driver software in recent years,the new way of ride-hailing has gradually entered the daily life of people.In order to improve the urban traffic efficiency,meet the needs of the public for diversified travel,and promote the development of the shared economy,the Internet Vehicle also brings a series of economic and social issues that cannot be ignored,which has brought serious challenges to the management of online vehicles.The concept of car-hailing management,policies and measures have not yet been finalized and matured;on the other hand,the simple application of traditional taxi control measures will make it difficult to effectively regulate the online market.It can be said that the governance capacity and governance effectiveness of ride-hailing directly reflect the level of the construction of China's service-oriented government and the modernization of governance.This paper adopts literature research,empirical reseurch and other methods,based on new public service theory,shared economic theory,and public service outsourcing theory.First of all,it analyzes the course and current situation of the car-hailing management in Changsha city,and finds that there are problems of out-of-competitive behavior,discriminating market services,highlighting potential safety hazards,and unreasonable access thresholds.The reason is that the concept of competition is biased and the service value is unclear.,lack of safety supervision and excessive market intervention.Then,a comparative study of typical national and urban network vehicle management practices at home and abroad was conducted,and a series of lessons worthy of reference was found.Finally,from the perspective of service?criented government,the optimization path for online vehicle management was summarized:First,adherence to sharing and Humanistic service concept;Second,to pursue and safeguard social public interests;Third,to rationalize relations between government and enterprises;Fourth,to promote fair,healthy and orderly markets.Web vehicle management is a complex system project.Only by firmly insisting on the role of service-oriented government,gradually streamlining the relationship between the government,enterprises,drivers,and consumers,and constantly balancing the interests between the network-based vehicles and traditional taxis.Only by effectively safeguarding the healthy and orderly market,can we push the ear-hailmg to enter the human-centered,efficient and sustainable development track,and this new service industry can really meet the people's growing good life needs.
