With the advent of the Internet era, various new forms of business and new models are emerging. As a representative of sharing economy,ride-hailing service is booming. At present, major countries all over the world have formulated the governance rules of ride-hailing service, but the degree and attitude of governance vary from country to country. All countries in the world are at the stage of exploring the governance of ride-hailing service. In recent years,China's ride-hailing service has developed rapidly. The huge scale of ride-hailing users has brought revolutionary changes to China's transportation service. In the actual governance process, the existing regulatory ideas and ways have not adapted to the ride-hailing service. In response to the special governance environment, how to regulate the benign and orderly development of ride-hailing service, establish a sound governance mechanism, and achieve good governance effect are the practical problems in front of us.Nowadays,it has become a common consensus in the academic circle that collaborative governance mode should be adopted in Internet governance.Based on this theory, this paper introduces SFIC model as a theoretical framework to study the governance of ride-hailing service. This paper points out the following problems existing in the current governance of the ride-hailing service:uneven power among the main bodies, insufficient government functions, insufficient consideration in system design and insufficient coordination in the governance process. In view of the above problems, this paper proposes countermeasures, including promoting the sharing and empowerment of all parties in the spirit of collaborative governance, clarifying the positioning of government functions, improving the system design, and improving the collaborative ability of all parties.
