The vast majority of public data resources in the entire society are controlled by governments,these massive data come from society and the public have the right to legally obtain and use them.On the one hand,open government data(OGD)will enhance the transparency of governments and improve governments'service capabilities.On the other hand,it can also create economic value as well as promote social innovation.In 2009,the United States took the lead in setting up a government open data portal,and led the opening wave of government data worldwide.More and more developed countries,developing countries,and international organizations have gradually joined the opening of government data.They have promulgated a series of government data opening policies and regulations,which made opening government data as one of the national development strategies.From the perspective of global OGD initiatives,China's OGD practice is relatively late,thus there is a certain gap of the level of openness and the degree of openness between China and the developed countries With the gradual opening up of government data to the public,related organizations and scholars started to propose various methods for evaluation of open government data Some authoritative assessment programs include open data barometer,global open data index,UN e-government survey,open data readiness assessment,and open data monitor.In addition,the digital and mobile governance laboratory of China's Fudan University has also proposed a method for evaluating the openness index of Chinese local government data.Althought current assessment projects have differences in terms of objectives,methods,objects,standards and other aspects,the focus is to assesss the development level of OGD at a certain time node.Assessment research on the speed of OGD within a certain time span is few.This study starts from the perspective of the development speed of open government data,and hopes to establish open government data development assessment system to evaluate the development speed of government data.Then calculate the development velocity index of the open government data platform to evaluate development status and health status of these platforms.The evaluation system borrows from the experience of international and domestic authoritative open government data evaluation system.Based on the principle of scientific,multi-dimensional and operable.The evaluation system established 10 secondery level indicators from three dimensions,openness,data update status,and user use,and 4 of the secondery level indicotors with 16 third level indicators to calculate.In this study,crawler was used to automatically collect website data,which was conducted in March 2017 and March 2018 respectively.Five provincial open government data platforms were included,which are Shanghai Government Data Service Network,Beijing Government Data Resource Network,Zhejiang Government Data Service Network,Guizhou Open Government Data Platform,and Open Guangdong Data Service Network.After data collection,data cleaning,statistical analysis and cross-analysis are performed.After the vertical and horizontal comparison of the five provincial open government data platforms,open government data development velocity index was calculated.According to the score of five provincial portals,the ranks from high to low are Guangdong(245.54%),Guizhou(54.83%),Shanghai(44.48%),Beijing(19.70%),Zhejiang(4.72%).Combined with China Open Data Index of five provintial platform to analyze status of open government data development.Guizhou and Guangdong are potential platform with low development level but high development speed.Shanghai and Beijing are mature platform with high development level but low development speed.Zhejiang,however is the unhealthy platform with both low development level and development speed...
