Research On The Construction Of Evaluation Index Of Government Open Data Ecosystem In China

With the arrival of the big data era,data has become a hot "treasure ",and the development of government open data movement has become an inevitable trend.At the same time,under the promotion of big data strategy,the development pace of opening data of the government is accelerated in china.The full development and utilization of data resources by government departments can not only bring economic and social benefits to social development,but also strengthen the capacity of the government governance.At present,although the construction of open data by local governments in China is developing rapidly and the overall level is gradually improving,there are also many problems in the construction process,such as the privacy and security of personal data and the efficiency of data resource sharing.which will not be conducive to the sustainable and healthy development of open data practice activities of the government.Therefore,it is urgent to establish a scientific and effective government open data ecosystem evaluation system to further measure the health level of its own ecosystem.According to the existing problems of the system,it can reasonably coordinate and configure the relationships among various elements in the system,Finally,the system is balanced,stable and efficient.Based on the theory of ecosystem and the theory of ecological chain,this study regards the government open data practice as a whole ecosystem,the open government data ecosystem model was constructed,and explores the components of the open government data ecosystem and its interaction relationship.and explores the components of the open government data ecosystem and the interaction between them,and makes a comprehensive investigation on the overall development of local government open data from a systematic perspective.Based on the evaluation model of natural ecosystem,this paper constructs the evaluation index system of government open data ecosystem,and the fuzzy comprehensive evaluation method,and applies it to the relatively influential government open data ecosystem evaluation.This paper selects the influential open data of the Shanghai municipal government to verify the evaluation index system,further verifies the operability and scientificity of the index system,and effectively reflects the health status of the open data ecosystem of the government.The results of expert evaluation show that the health value of open data ecosystem in Shanghai is 80.68,which indicates that the open data ecosystem of Shanghai municipal government is in a very stable state and can maintain the normal operation of the system.However,there are problems in user participation,data resource development and utilization,system self-regulation ability and so on.In this study,relative optimization measures are put forward to improve the development strategy of open data,optimize the management team,improve the professional quality,promote the cooperation of enterprises,and improve the ability of open utilization to correct the problems existing in the open data ecosystem of Shanghai municipal government.It also provides theoretical and practical basis for the construction direction and decision-making of open data in the future,and guides the sustainable development of the local government’s data ecosystem.
