| On the premise of ensuring privacy security,the process of government opening its own data to citizens for free is the open government data(ODG).Perfecting the construction of government data open platform(OGDP),promoting the value creation of open data,and gradually forming a benign and sustainable open data ecology can improve the efficiency of "Internet + government service",which could realize the perfection the digital economic governance system of China.However,there is no research on the value co-creation process model of OGDP and the OGDP evaluation model from the perspective of value co-creation,so as to explore the current situation of multi-factor interactive construction of OGDP.From the perspective of value co-creation,this study applies Word Frequency Count of text mining to the construction of value co-creation model and evaluation model of OGDP.Combining with the theory of value co-creation,it broadens the application scenarios and further enriches the theory of value co-creation.Firstly,by using the Word Frequency Count method,this paper analyzes the related periodical literature of the domestic and foreign journals in the field of value& OGD in order to construct the value co-creation model of OGDP.Secondly,according to the statistical results of word frequency,the evaluation dimensions and indicators of OGDP from the perspective of value co-creation are determined.DANP method is used to analyze the data of expert questionnaire,which determining the subjective weight of evaluation dimensions and indicators.The entropy weight method is applied to analyze the panel data of the top 10 municipal OGDPs of China Open Data Index(city)in 2021,which determining the objective weight of evaluation dimensions and indicators.Based on the comprehensive weight calculating by the Nash equilibrium,the evaluation model of OGDP from the perspective of value co-creation is constructed.Meanwhile,this model is applied to evaluate 25 municipal OGDPs in China.The results show that 9 star cities perform best,such as Fuzhou,while 8 popular cities perform least wel,such as Sanya.From the perspective of evaluation dimensions,25 municipal OGDPs are unbalanced,with the best in the environment dimension and the worst in the citizen dimension.According to the evaluation indicators,25 municipal OGDPs have the best performance in terms of user privacy policy and user responsibility agreement,and the unsatisfactory performance in terms of data format,risk prevention and control,data innovation contest,user tutorial,and user rating.Through the results of empirical research,suggestions for the construction of OGDP are put forward as follows.First,the support capability of environmental can be strengthened by standardizing and improving the content of the platform agreement.Second,government could play an active and leading role by improving the data open policy construction and carrying out data innovation competitions.Third,diversified the service functions of OGDP to meet the diversified needs of citizens.Fourth,timely clean up high-missing,fragmented,and low-capacity data sets,and continuously provide high-quality data sets with complete metadata.Fifth,government should enrich the download formats,interface construction,and user tutorial details of data sets to improve the satisfaction of citizens.Sixth,make the epidemic information transparent by providing and updating epidemic-related data in time,which can strengthen the risk prevention and control in post-epidemic period. |
