The Research Of Optimizing Longwan's Administrative Examination And Approval System

After years of continuous efforts,China's reform of administrative examination and approval system has made certain achievements.However,there still exists a phenomenon that our examination andapproval serviceshas disadvantages of low efficiency,high costs and tough reform.The phenomenonnot only has a strong impact on the people's sense of identify of government,but also restricts the sustainable development of the social economy.Therefore,optimizing the administrative examination andapproval system and persistently deepening the reform have been two key work of party and government as well as the hotspots in academic field.The thesis selects Longwan districtas the research object which walks at the forefront of Wenzhou ' s administrative examination and approval system reform.It comprehensively takes inductive and deductive method,historical analysis,system analysis,field data collection and statistical methods to analyse the current situation and historical status of Longwan' s administrative examination and approval system reform,to reveal current main problems and underlying deep-seated reasons,and tooffer some improving measures and suggestions.The paper can be divided into six parts;The first part clarifies the background and significance of this research and makes comments on the current situation of domestic and foreign research.It also introduces the research ideas and methods as well as innovation and deficiency.The second part makes an explanation of related concepts and theoretical basis.It selects two key words " administrative examination and approval" and“administrative examination and approval system "in the thesis to make a concept definition.And this part also make a clarification of several representative theories.The third part introduces the current condition of Longwan ' s administrative examination and approval system reform.Through the measures like standardizing elements of examination and approval,innovating examination and approval mode,strengthening behavior regulation,enhancing network construction in three stages' practice of deepening reform,the condition of the reform has got good effects in several aspects,including the approval service awareness,the integration of examination and approval resources,the achievement of sunshine examination and approval,the breaking of industry barriers and the promotion of career transformation.The fourth part analyzes the questionnaire samples,demonstrates current problems exist in Longwan ' s administrative examination and approval system reform,including the lack of top floor in examination and approval system reform,the lag of information construction in the examination and approval,the difficulty in the regulation of related intermediary organizations,the disconnection of the examination and approval regulation,the ineffective supervision of examination and approval behaviors,and the difficulty in the boosting of sub-district convenient service centers.The fifth part makes a deep analysis of many problems in Longwan's administrative examination and approval system and tries to find the underlying reasons.These main reasons can be summed up into the unfulfillment of the government's function transformation,the restriction of the local administrative examination and approval system reform which is caused by the provisions of the upper law,the reform bottlenecks and obstacles transformed from vested benefits,the lack of guiding theoretical guidance and system design,the obvious problem reflected on the emphasis of the examination and approval and the slight of regulation,etc.The sixth part puts forward some suggestions that can optimize Longwan' s administrative examination and approval system.They are building scientific management system in approved items,advancing the regulation construction in the“One window reception,Integration services”reform of the examination and approval center,persistently boosting the standardize construction of the administrativeexamination and approval,strengthening information construction of administrativeexamination and approval,boosting related intermediary organization to be much normalized.
