| The Third Plenary Session of the 18 th CPC Central Committee opened the prelude to the comprehensive deepening of reform in China.At present,various reforms have entered a crucial period.Contradictions and problems have become increasingly prominent,and difficulties and resistance have increased.The reform of local administrative examination and approval system is an important part of China’s comprehensive deepening of reform,which concerns the immediate interests of the people.In the face of the difficulties and obstacles encountered in the reform process,it is necessary for all local government departments to fully coordinate and interconnect to form a holistic synergy and jointly promote the deepening of the reform.At present,the main reason that hinders the coordination and linkage of various departments in the reform of the local administrative examination and approval system is the "fragmentation" caused by the bureaucratic layer system.The holistic governance theory,which was born in the 1990 s,provides theoretical support for solving the problem of fragmentation.This theory takes globalization as background,based on the criticism of the traditional public management paradigm,and the development of information network technology as a guarantee.From the perspective of coordination and integration,it puts forward the idea of solving the problem of "fragmentation".Starting with the establishment of a theoretical framework for holisticgovernance,this paper first analyzes the necessity of strengthening departmental coordination and linkage in the reform of local governments,and then takes the case of the "maximum run once" reform in J County,L City,Zhejiang Province.First,it analyzes the problems and causes of the coordination and linkage between the departments before this reform,and then through the anatomy of sparrows.On the basis of summing up and analyzing the concrete practice,effectiveness and experience of departmental coordination and linkage embodied in this reform,the paper puts forward the concrete countermeasures to strengthen the mechanism of departmental coordination and linkage in the reform of local administrative examination and approval system.With regard to the analysis framework of the holistic governance theory,this paper mainly constructs from its theoretical connotation and its relevance to departmental coordination and linkage in the reform of the local administrative examination and approval system.For the problems of departmental coordination and linkage in the reform of the local administrative examination and approval system before the "maximum run once" reform in J County,this paper believes that the main problem lies in the "fragmentation" of the four aspects,namely,the fragmentation of values and the fragmentation of departmental functions.The third is the fragmentation of the workflow and the fourth is the fragmentation of data information.For the causes of these "fragmentation" problems,this paper mainly analyzes from four aspects: ideas,methods,systems,and means.They are the lack of service consciousness on the concept,the lack of top-level design on the method,the lack of supervision on the system,and the lack of power integration on the means.This paper focuses on the analysis of the successful case of "run once at most" reform,from how to achieve departmental coordination and linkage,the results obtained and the experience of inspiration to carry on the analysis.This article thinks that the effect of the cooperation and linkage of this reform department mainly lies in four aspects: improving the service efficiency,harvesting the satisfaction of the masses,optimizing the institutional environment,and strengthening the departmental relations.Then,for these reasons,this paper puts forward the establishment and improvement ofdepartmental coordination and linkage mechanism in the reform of local administrative examination and approval system from five aspects.First,we must strengthen the guidance of the overall values;Second,we should build a holistic propulsion mechanism;Third,we need to establish an overall coordination mechanism;Fourth,we must establish a holistic organizational structure;Fifth,we must seek top-level design at the national level. |
