Study On The Clean Government Construction Of The Grass-root Party Organization In The County Town

The construction of a clean government is an important part of the party's building.Our party has always attached great importance to the work of fighting corruption and building a clean government,and the leaders of the Communist Party have always put it in the primary position of the party construction.At the beginning of the founding of new China,President Mao Zedong put forward "Two Musts",and carried out "The three counter" and "The five anti" movements against corruption.After the 18 th National Congress of the Communist Party of China,standing at the very height of the party and the state,the Central Party centered on President Xi Jinping,punishes corruption with the attitude of zero tolerance,the determination of violent medicine,and tremendous courage.From then on,the party's conduct inspires the people.But the anti-corruption situation is still grim and complicated.The nineteenth major reports clearly points out that "we should further promote the struggle against corruption and constantly improve the quality of Party building".The grass-root party organization is the foundation of the whole work and fighting capacity of the party,whose clean construction concerns the image and the ruling foundation of the party.Grasping the clean government construction of the grass-root party organizations is an inevitable requirement for maintaining the Party's advanced nature and purity,and is also an important measure to consolidate the party's ruling foundation.In recent years,with the deepening of the party's anti-corruption work,the construction of honest and clean government in the grass-root party organizations at the county level has achieved fruitful results,but there are still some problems more or less.Therefore,it is of great significance to study the construction of clean government at the grass-root level both theoretically and practically.This paper,taking the construction of honest and clean government in the grass-root party organizations at the county level as the main line,briefly introduces the thought of Marx's classic writers on building a clean government and the practical exploration of the construction of a clean government in various periods of the party.It summarizes the strong will of punishing corruption,attaching importance toideological and theoretical education,giving full play to the supervision of the crowd and strengthening the construction of a clean government system.And also it generalizes the "movement" tendency of the party's clean government construction and the lesson that the supervision and restriction of power is to be strengthened.The paper discusses the importance of promoting the construction of honest and clean government at county level in the two aspects of Party building and Party members.It summarizes the good achievements made in the construction of clean government in the grass-root party organizations at the county level in China at present.First,the content and methods are constantly enriched and the effect is first revealed.Second,the system gradually improves and the long effect mechanism preliminarily constructs.Third,the review of discipline is increasing,and the increment of corruption is effectively restrained.It also analyzes the problems that the consciousness of clean government is not high,the opening of the party affairs is not standardized,the supervision system is not full-scale,and the responsibility to implement is not in place.In order to promote the development of the clean government construction at the grass-root party organizations,the future direction is put forward.The first one is to deepen the education of the clean government and build a self-discipline mechanism that does not want to be corrupted;the second one is to strengthen supervision and prevention and to build a mechanism for preventing corruption;the third one is to strengthen the discipline review and to build a punishing mechanism that is not afraid of corruption;and the fourth one is to compact "The two Responsibilities " and to construct the pressure transmission mechanism.
