As the basic level of political organization in Chinese administrative system,town government is the belt linked the farmers to communist party and the government,is the organizer of rural economic construction and society development.It concerns our country's economy prosperity,political steadiness,society harmony that whether town government institutional function operation is smooth or not.However,because of the restriction of the traditional administrative system and the change of the rural administrative environment,unavoidable problems have gradually come up while managing rural economic society affairs,which severely restrict the ability of town government and the development of town economic.Therefore,it is urgent to reform the institutions and optimize the functions of the town government.This thesis applies literature review,case study,comparative analysis and other research methods,and does analysis on Y town,a planning demonstration town.Questions found in institution settings and function configurations are as follows:1.system objective problem:unclear function orientation,which reflects in the absence and the offside of function;2.incentive mechanism problem:imperfect performance management,which reflects in multifarious examination items,single examination subject and unobvious incentive effects;3.responsibility mechanism problem:unsatisfied service quality,which reflects in backward management,single function subject and weak market regulation;4.power structure problem:unscientific institution settings,which reflects in improper institutional settings,casual temporary institutional settings,confused accredited institutional settings and overlap institutional settings;5.organizational culture problem:irrational personnel system,which reflects in limited administrative authority and obsolete management method.By studying and analyzing advanced experience of domestic and international town institutional reform and function optimization,on the basis of government reinventing theory,the author make clear the targets and principles of the institutional reform and function optimization of Y town,and put forward the concrete path of reform:l.core strategy level:improve the function of social management,strengthen the function of public service and weaken the function of economy,so as to promote functions transformation,rationally locate the functions of the government;2.consequence strategy level:standardize performance evaluation contents,improve the performance evaluation subjects,perfect reward mechanism,so as to improve operational efficiency,perfect the performance management mechanism;3.customer strategy level:develop e-governent,introduce competition mechanism and strengthen market supervision,so as to improve service quality,implement total quality management;4.control strategy level:optimize town institutions and straighten departmental relationships,so as to activate organizational resource,scientifically set up organizational structure;5.cultural strategy level:delegate personnel management authority,improve the training mechanism,innovative talents flow mechanism,so as to stimulate talent vitality,improve personnel management system.
